WACC Flooring Site Visit/RFI Summary Site Visit Date: August 2nd, 2022
The tour presented several questions, which are listed with answers below.
Additional questions were received before the question deadline and are also included in this Questions and Answers Summary.
Responses to Questions for RFP 140P5522R0009 Questions were due August 4, 2022
Jean Lafitte NHP & P Flooring at Wetlands Acadian Cultural Center, Thibodaux, LA
Question 1: Can a flooring plan be made available for contractor use?
Answer 1: We have a building layout plan that can be made available one award has been made, but the main aspects of the building floorplan is included in Attachment A: Project Maps and Building Layouts, pages 1 and 2.
Question 2: The SOW states the contractor is responsible for moving prepared boxes, large items, and furniture. Is the contractor responsible for supplying the boxes?
Answer 2: Yes, small packing boxes (1.1 CF) and medium packing boxes (3.0 CF) should be supplied by the contractor for packing up items for the moving out of and back into their respective rooms. Packing the boxes is not required under the contract.
Question 3: Why is a field verification survey required and when should contractors complete the survey?
Answer 3: For bid purposes, for this project, the amended Statement of Work - Attachment C: Schedule of Values (SOV) form, this document, shall be used with the identified quantities. After award the field verification survey is considered one of the contractors first tasks. The field verification survey assists the contractor and the government to ensure all elements of the project are addressed. If significant differences in quantities or square footage measured in the field is found different from the SOW it can be addressed early in the project.
Question 4: How much time will be allowed for moving furniture and items out of the rooms and for the work to start and finish? (IE: How long can the space be shut down?)
Answer 4: The lower section of the Percy Lobdell Building will be allowed to shut down for 1 week. Per the Statement of Work, Section 4, page 5, there shall be a minimum of 30 days written notification to allow for the employees to prepare for the shutdown. The entrance area to the library shall not be allowed to be shut down, as there needs to be access to either the stairs or elevator at all times.
Question 5: Will a trash bin be allowed to be placed on the grounds and if so, will an area be designated?
Answer 5: Yes, a garbage container will be allowed in the rear of the building. See Map below.
Question 6: Typically, for these types of surface coatings, cracks are not repaired prior to installing the armor coats as described in Section 3, page 4. Is crack repair required for this project?
Answer 6: Yes, the crack repair is intended to prevent the armor coating from transmitting the crack or holes to new surface with divots(holes) and cracks.
Cracks and holes require repairs for this project. Small concrete shrinkage cracks of 1/32-inch or smaller are not expected to transfer to the new coatings and do not require repair.
Question 7: There is a discrepancy for the amount of tile and carpet in the Visitor Center in which some areas are shown with carpet, which have tiles. Can you clarify the site layout drawing map?
Answer 7: Yes, please see the corrected map after this question. The newly identified tiled areas have a red outline with blue highlight. A new area total table is attached, and a new updated Schedule of Values is also included as part of the Summary.
Question 8: Can we verify if tile is or is not under any of the carpet?
Answer 8: No tiles are under the carpet. Tiled areas are identified, and carpet areas are identified. Carpet was installed with adhesive and the tiles were installed with adhesive. Concrete is underneath and needs to be exposed prior to installed the protective coatings that are part of this project. Refer to section 3.
Question 9: Can you verify the asbestos room SF? The SF listed in the Statement of Work seems to be incorrect.
Answer 9: The square footage has been adjusted based on adding the two adjacent areas of the similarly tiled floors. Refer to Question and Answer 6.
Question 10: What should be done to the grey area concrete in the performance center where the seats are? This adjacent concrete exposed it may look odd.
Answer 10: Nothing is proposed for the grey painted concrete under the auditorium seats as part of this project; however, a border, similar to existing for the carpet, is required to create a transition from the unpainted concrete to the grey painted concrete.
Question 11: There is no mention of the floor base replacement in the Statement of Work for this project. Is replacement of floor base required as part of this project? It may be difficult to match the existing floor base.
Answer 11: Yes, complete floor base replacement is included as part of this project. Please note the updated Schedule of Values for including new, replacement floor base and the new bullet that will be inserted into Section 3 below. New text is in Blue Italics and existing test is in black.
Insert the following into the Statement of Work Section 3; Page 4
………free of adhesives and all grit/loose particles.
Replace approximately 900 LF of Floor Base in the Visitor Center along the perimeter of all project spaces, and approximately 1120 LF of Floor Base in the Performance Center along the perimeter of all project spaces which also shall include the grey concrete space in the auditorium. This is required to match the other Floor Base in the room. This shall be done after the top coat layer has fully cured according to the manufacturers specifications.
Floor base shall match existing as close as possible. For wood floor plate all staining shall be completed prior to installation to avoid accidently getting stain on the wall or the new flooring. Contractor is responsible for installing new floor base appropriate reveal up the wall and on the floor.
Large gaps and marring on the wall shall not be noticeable.
Install an approved new carpet on ………………….
Question 12: During the demo phase of the current flooring, the shoe molding and/or rubber baseboard could be damaged. Who is responsible for replacing the baseboards/quarter rounds? Also, there will be a gap between the new concrete floor and old rubber base if the base stays. Who is responsible for lowering the rubber base?
Answer 12: The contractor for this project is responsible for replacing the floor plate and installing to the appropriate height to result in the appropriate reveal on the wall. Refer to Question 11.
Question 13: It was mentioned that the building will be closed during the renovation. How long will the building be closed, and will the contractor have access to the project 10-12 hours per day?
Answer 13: The building will be allowed to be closed for 1 week. The contractor shall have access to the building for 8.5 hours per day per the Statement of Work page 6; however, the work days allowed need to be Tuesday through Saturday, not Monday through Friday.
Question 14: Will there be access to 220v power and at least 30amp breaker, or will we need to provide a generator?
Answer 14: The building does not have a 220v power outlet rated for 30 amps that is accessible. If this power level is needed for required machinery, then a generator will be required.
Question 15: Is the expectation (keeping many of the imperfections, not polished, etc.) of the finish product would be like the concrete floor that we saw during the tour?
Answer 15: No, the deliverable for the project is with the coatings required per the SOW, the existing flooring during the tour does not have these coatings and is stained; however, the floor is intended to display its “historical character of the exposed concrete” and not polished.
Question 16: What is the process of how the price will be negotiated?
Answer 16: This procurement is being solicited as a Lowest Price Technically Acceptable acquisition. Please refer to Sections L & M of the solicitation on details for the evaluation criteria and method.
Question 17: Is the new flooring going to be epoxy or shot blast/ grinded and polished concrete? There are conflicts in the Solicitation and Statement of Work as to what the new floors will be. Please advise.
Answer 17: The floor is proposed to be exposed concrete, not polished, with a 2-coat protection system overlay of an epoxy base-coat and polyurethane top-coat.
Refer to the Statement of Work, pages 3 through 5. No known conflicts about the deliverable are noted in this question or know in the Solicitation and Statement of Work.
Question 18: Is the Contractor to move and store building contents and where are we to store it? On site, off site, in sea cans, A/C storage or not?
Answer 18: Per the Statement of Work, page 4, for the Visitor Center side, it is recommended to move the Visitor Center items into the Performance Center lobby as a designated storage area. For the Performance Center side, the Performance Center has room to temporarily move items out of the construction area.
Question 19: If we are to store contents in the existing building, how will the project be phased? This may cause numerous mobilizations partially for our
Asbestos Abatement sub. The sub normally comes to the site one time and does not leave until all abatement is done.
Answer 19: Refer to Question 18 for reference to storage of building items. The contractor is responsible for developing phasing of the project for each task. Per Question 4, the building will be allowed to be shut down for 1 week, so the contractor can utilize that time for the project work that lends to needing the building unoccupied to complete.
Question 20: Which rooms in each building will be occupied?
Answer 20: Refer to Question 4 about shutting down the building for the project.
Otherwise, the Visitor Center building library should be expected to be occupied, with all other rooms being transiently occupied. Other than that, a proposal for when the contractor needs rooms to be vacant is expected to be part of the contractors Technical Approach required per the Statement of Work page 5.
Question 21: Please supply the current Asbestos Abatement report showing the location and material that were found to be positive.
Answer 21: The Asbestos Survey Report Summary is included as Attachment D of the Statement of Work. A full, complete version of the Report will be made available at the time of award.
Question 22: Please supply “As-built” drawings of the existing facilities, as least a floor plans with dimensions.
Answer 22: After award and the Field Verification Survey task is complete, an as-built drawing may be provided, but for proposals and pricing the project, please refer to the Statement of Work calculations and the Schedule of Values for project dimensions and quantities.
Question 23: Due to the complexity of this project with the phasing, abatement, contents manipulation and current occupants involved, please consider at least a 1-week extension to the bid date and time to better clarify these issues and have them posted in an Amendment.
Answer 23: Due to the extent of information in this summary, and extension is provided to August 24, 2022.
Question 24: Does the mastic in the main museum require abatement? Please clarify and advise.
Answer 24: No, the museum is not part of this project scope of work.
