1 GENERAL

1 SCOPE

This specification defines the Government’s requirements for two (2) windowing focal plane array (FPA) Infrared (IR) Imaging Systems operating in the MWIR and LWIR spectral regions. These two systems will be used to upgrade an existing multi-spectral imaging system operated by AEDC. The IR imaging systems shall be commercially available product(s) and shall use common control/data recording software.

3 REQUIREMENTS

Provide IR imaging systems to meet requirements for two specific instruments identified as 1) MWIR Indium Antimonide (InSb) High Resolution and 2) LWIR Strained Layer Superlattice (SLS) High Speed.

Each of the two types has specific radiometric performance requirements, while both instruments must share common operational characteristics and software (in two discrete systems). Both requirements are intended to be fulfilled by off-the-shelf commercially available systems.

3.1 Detector Characteristics (Specific to each system)

3.1.1 MWIR InSb High Resolution Imager

3.1.1.1 Spectral Response: The imaging system's FPA spectral response shall cover 3.0 – 5.0 μm using a cold filter installed in the focal plane detector assembly by the manufacturer.

3.1.1.2 Detector Resolution: The FPA of the imaging system shall have at least 1280 horizontal by 1024 vertical pixels.

3.1.1.3 Detector Pixel Pitch: The pixel size shall be less than or equal to 12.5µm square.

3.1.1.4 Dynamic Range: Dynamic range is defined as the ratio of the detector signal at which saturation occurs to the minimum measurable signal in that band. Single frame dynamic range shall be at least 1,000.

3.1.1.5 Frame Rate: The imaging system shall be capable of operating at a full FPA (un-windowed) frame rate of not less than 180 frames per second (FPS). rate shall be not less than 950 FPS. Digitized pixel data, at 14-bit resolution, shall be provided for every array pixel in the active window at these frame rates.

3.1.2 LWIR SLS High Speed Imager

3.1.2.1 Spectral Response: The imaging system's FPA spectral response shall cover 7.5 – 12.0 μm using a cold filter mounted in the cooled detector assembly by the manufacturer

3.1.2.2 Detector Resolution: The FPA of the imaging system shall have at least 640 horizontal by 512 vertical pixels.

3.1.2.3 Detector Pixel Pitch: The pixel size shall be less than or equal to 25µm square.

3.1.2.4 Dynamic Range: Single frame dynamic range shall be at least 1,000.

3.1.2.5 Frame Rate: The imaging system shall be capable of operating at a full FPA (un-windowed) frame rate of not less than 1000 frames per second (FPS). When ‘windowed’ to 640 by 240, the frame rate shall be not less than 2000 FPS. Also, imaging system shall have a frame rate of at least 5000 FPS with a 256 by 64 window. Digitized pixel data, at 14-bit resolution, shall be provided for every array pixel in the active window at these frame rates.

3.2 Sensor Electronics (Specifications Common to Both Systems)

3.2.1 Time Stamp: Each imaging system internal clock shall provide for the ability to synchronize with an externally connected IRIG B time signal and encode each frame with a time stamp accurate within 1msec or less.

3.2.2 A/D Converter: Each instrument internal analog to digital signal converter (A/D) shall have a resolution greater than or equal to 14-bits, and that full range shall be preserved in the systems generated data file.

3.2.3 Integration Time: Each instrument integration time shall be independent of the frame rate and shall be adjustable from 1µsec or less to 1/(frame rate).

3.2.4 Integration Sequencing: Each instrument shall provide for the ability to sequence integration time between successive frames, providing up to four discrete integration times sequentially during a single recording.

3.2.5 Integration Type: Each instrument shall utilize a snap-shot integration mode.

3.2.6 Windowing: The instruments shall provide for windowing of the focal plane to enable higher frame rates at lower spatial resolution. The minimum acceptable reduction in resolution is 4:1 (FPA shall be capable of operating in user defined sub windows, including square formats, for example, 320×320, 256×256, 128×128, and 64x64).

3.2.7 Analog and Digital Output: The instruments shall provide for the ability to output an analog NTSC video on a BNC connector simultaneously with full 14-bit resolution binary output. Full 14-bit digital data must be provided simultaneously via GigE vision along with either CameraLink or CoaXPress (CXP).

3.2.8 Data Storage: The instrument shall provide the capability to record full rate, full bit-depth resolution binary data directly to memory on the sensor head and shall provide a capability for retrieving this data from the sensor head via Ethernet in an automated manner requiring no

user interaction. The memory can be volatile or non-volatile. If the memory is non-volatile, it shall be removable and shall use an industry-standard form factor and interface and shall not require any proprietary media.

3.3 Performance

3.3.1 Bad Pixels: The FPA number of bad (uncorrectable) pixels shall be less than or equal to 1% of the total array; greater than or equal to 99% shall be correctable and operable pixels with no contiguous groupings of bad pixels greater than 3×3.

3.3.2 Calibration Stability: Calibration stability is measured by pixel digital channel output vs. time for a constant input radiance. Within the instrument ambient operational range, each pixel of the focal plane array shall have a stability of 5% of reading for short-term (forty-five minute minimum between internal calibrations) and long-term (two week minimum between total system calibrations).

3.3.3 Radiometric Sensitivity and Accuracy: The Noise Equivalent Temperature Difference (NETD) shall not be more than 20mK and 40mK for a target at 30°C in the InSb and SLS spectral regions, respectively. The accuracy shall allow for repeatable measurements within ±2% of full scale reading.

3.3.4 Linearity: Linearity of the system digital output reading to input radiance shall be within 5% of reading from 5% to 95% full analog-to-digital (A/D) scale.

3.4 Optical

3.4.1 Focal Ratio: The cold shield F/# shall be F/2.5.

3.4.2 Lens Mount: The imaging systems shall be designed to use commercially available standard bayonet mount lenses manufactured by third parties in addition to the sensor manufacturer.

3.4.3 Lenses to be provided: Each camera system will be provided with three lenses: 25mm, 50mm, and 100mm focal length, all f/2.5 with exit pupil matched to the camera cold shield.

3.4.4 Lens options; In addition to the above lenses, for each of imager type, lenses of 13mm and 200mm focal length shall be included as options in responses to this advertisement.

3.4.5 Field-of-View Uniformity: The measured output across the total FOV while viewing a uniform scene filling the total FOV shall not vary more than ±15% before non-uniformity correction and ±1% after non-uniformity correction at the longest operable integration time.

3.4.6 Neutral Density Filtering: The imager shall be designed to use interchangeable neutral density (ND) filters in a computer-controlled motorized filter wheel.

3.4.7 The imager shall include a temperature-controlled shutter internal to the instrument body for the purpose of manual and automatic Non-Uniformity Corrections (NUCs).

3.4.8 Detector Geometric Fill factor: The FPA active pixel area to total pixel shall be at least 95%.

3.5 General

3.5.1 Power Supply: The instrument power requirement shall be self-contained and external power accessory shall be supplied with each unit.

3.5.2 Operating Voltage: The instrument power requirements shall conform to 120VAC ± 10% at 60Hz ± 3 Hz with a maximum current of 5 amperes.

3.5.3 Electromagnetic Compatibility: The instrument shall be compliant with CE and FCC (Part15) regulations for emissions (Industrial equipment class), or equivalent.

3.5.4 Ambient Operating Environment: The instrument shall operable over the ambient temperature range from 10°F to 125°F and relative humidity range between 1 to 95% non-condensing.

3.5.5 Detector Array Cooling: The array shall be electrically cooled and the imager shall reach operational temperature within 15min.

3.5.6 Instrument Housing: The instrument housing shall be rated at least IEC IP-51 (Ref 2.2.1) and shall not exceed a height and width of 60 cm, a depth of 50 cm, and weight of 13.5kg.

3.5.7 Instrument Mounting: The instrument shall have integrated threaded ¼-inch diameter, 20 threads per inch mounting holes.

3.5.8 Statement of Volatility: The instrument shall include a Statement of Volatility, or procedures to accomplish a complete and total instrument data memory wipe, such that no data history of previous data collects resides within the instrument or on software GUI license dongles, if required.

3.6 Instrument Software Control Interface

3.6.1 Instrument Software Environment: Each instrument system shall be supplied with a graphical user interface (GUI-based) software suite to provide instrument status monitoring, instrument control, instrument data acquisition and data viewing.

3.6.1.1 The software shall be compatible with existing Government computers running Microsoft Windows 10 for 64-bit operating system.

3.6.1.2 The software shall communicate with the instrument via Camera Link, GigE vision, or other digital communication protocols for which both documentation and unlimited usage license are provided.

3.6.1.3 The software shall recognize and indicate when the instrument is not connected, and continue running until connection with the instrument is first initiated and re-established.

3.6.2 Instrument Software Control: The software shall include the following functionality:

A. Display live data from instrument

B. Arm instrument to begin data acquisition immediately upon a trigger to start

C. Start instrument data acquisition from graphical user interface

D. Permit remote start instrument data acquisition via a software method, or hardware switch closure or TTL signal to the instrument head

E. Autonomously trigger, record data, recycle collection parameters, and re-enter into an ready state for another trigger

F. Disarm instrument from a ready state to acquire and record data

G. View recorded data in raw or engineering units

3.6.3 Instrument Data Viewer and Data Reduction: The instrument Data Viewer and Data Reduction software shall be capable of displaying captured data.

3.6.4 The software native data file format shall be documented and the appropriate automated software tools provided to directly store the collected files into the Standard Archive Format (SAF) reference 2.1.1.

3.6.5 Automatic Data Retrieval: The instrument software control GUI and API (or similar function) shall be capable of automatic retrieval of data captured directly to the onboard data storage device in the sensor’s head.

3.6.5.1 The software and API (or similar function) shall include the following user functionality:

A. Enable/Disable record to the onboard memory

B. Initiate on demand the download of previous recorded event

C. Initiate on demand the clearing of recorded data from the sensor head

D. Ability to retrieve a single frame from a series of frames stored on the sensor head’s data storage device

4 SUBMITTALS SUMMARY

Provide all submittals listed in Table 2 in accordance with Appendix B.

4.1 Operation and Maintenance Manuals

4.1.1 Submit instrument operation and maintenance manual(s) with each unit upon delivery.

Operational instructions shall cover the use of the instrument and instrument control software.

The maintenance manual shall include a list of recommended spare parts.

4.2 Warranties

4.2.1 Submit manufacturer’s written warranty prior to unit purchase for at least one-year coverage of the instruments parts and labor.

4.3 Specification Sheet

4.3.1 Submit a product data sheet verifying all instrument requirements will be met prior to purchase.

5 VERIFICATION

5.1 Vendor Testing

5.1.1 The Vendor shall be responsible for the planning, execution, and reporting of acceptance testing for each unit delivered. Acceptance testing shall verify the Vendor compliance with the specification, and shall include, but not limited by, the following specifications:

A. spectral response, B. temporal response at maximum rate, C. non-linearity, D. time-stamp accuracy, E. instrument control software functionality, and F. application-level control and monitoring software examples.

5.1.2 The Vendor shall document the plan for each unit in an Acceptance Test Plan. The plan shall be provided to the Government two weeks before testing.

5.1.3 The Vendor shall document the results of each unit’s acceptance in a Test Report to be provided to the Government prior to shipment. Acceptance testing shall be conducted at the Vendor’s facilities. The Government reserves the right to attend Vendor verification testing.

5.2 Government Testing

5.2.1 Government acceptance testing may include verification of the Vendor testing and/or completion of verification not sufficiently addressed by Vendor testing.

6 PACKAGING

6.1 Preparation for Delivery:

Vendor shall provide all preservation, packaging, and packing to ensure safe delivery of each unit and related components to Arnold AFB, TN. Include manufacturer’s operating instructions in packaging.

APPENDIX B: SUBMITTAL PROCEDURE

1 GENERAL

1.1 Description of Requirements

This section specifies procedural requirements for non-administrative submittals, including but not limited to shop drawings, product data, manufacturer’s certificate, design data, calculations, and verifications, manufacturer’s instructions, manufacturer’s field service reports, samples, operation and maintenance manuals, and other miscellaneous work-related submittals. These submittals are required to amplify, expand, and coordinate other information contained in the contract.

Non-work-related submittals are addressed elsewhere in the contract rather than in the specification and may include items such as: contract progress schedule, permits, payment applications, performance and payment bonds, insurance certificates, and progress reports.

The Contracting Officer may request submittals in addition to those specified when deemed necessary to adequately describe the work covered in the respective sections of the specification.

1.2 Submittal Procedure

A. Definition: For the purposes of this section, the term “Contractor” denotes the prime Contractor.

B. Listing: At the end is a summarized listing of item submittals requiring approval for the work.

The listing is included for the convenience of users of the contract documents. The listing may not be all inclusive and additional item submittals may be required.

C. Risk: Do not proceed with the part of the work covered by an item submittal including purchasing, fabricating, and delivering until approval is received. Machinery, equipment, material, and articles that do not have the required approval shall be installed or used at the risk of subsequent rejection. Any fabrication or other work performed in advance of the receipt of accepted item submittals and approvals shall be entirely at the Contractor’s risk and expense.

D. Transmittal Timing: Coordinate the preparation and processing of item submittals with the performance of the work. Prepare and transmit each item submittal to the Contracting Officer sufficiently in advance of the performance of related work and other applicable activities.

Transmit related item submittals for the same unit of work so that processing will not be delayed by the Government's need to review submittals concurrently for coordination. No delay damages or time extensions will be allowed for time lost in late submittals.

E. Content: Each submittal shall be complete and in sufficient detail to allow ready determination of compliance with contract requirements. All submittals which are generic and list more information than is specifically required shall be marked to identify required information.

Complete AF Form 3000 and attach as cover sheet for each submittal. Contractor may include multiple item numbers on an AF Form 3000.

F. Language: All item submittals shall be written in English, including documents, notes on drawings, sketches, and/or samples, calculations, manuals, and all other instances of written text and communication.

G. Units: All item submittals shall be marked or show dimensions and values in the same units as specified in the contract documents.

H. Review Time: Allow sufficient time so that contract performance will not be delayed as a result of the time required to properly process submittals, including time for re-submittals, if necessary. Allow 14 calendar days for initial Government processing of each submittal. No extension of time will be authorized because of the Contractor's failure to transmit submittals to the Government sufficiently in advance of the work.

I. Contractor Certification: All submittals shall be carefully reviewed by an authorized representative of the Contractor prior to submission to the Government. Each submittal shall be dated, signed, and certified by the Contractor as being correct and in strict conformance with the contract documents. No consideration for review by the Government of any Contractor’s submittal will be made for any items which have not been so certified by the Contractor. All noncertified submittals will be returned to the Contractor without action taken by the Government, and any delays caused thereby shall be the total responsibility of the Contractor.

J. Deviations: Should any item submittals required by the contract documents show deviations from the contract requirement, the Contractor shall make specific mention of such deviations in the letter of transmittal, including stating cost effects, and product and system limitations which may adversely affect the work, in order that if acceptable, suitable action may be taken for proper adjustment of the contract; otherwise the Contractor will not be relieved of the responsibility for executing the work in accordance with the contract documents and the approved submittals. Contractor shall clearly mark the proposed variation in all documentation and specifically point out deviations from contract requirements in transmittal letters. Failure to point out deviations may result in the Government requiring rejection and removal of such work at no additional cost to the Government. Deviations from contract requirements require Government approval and will only be considered when advantageous to the Government. When proposing deviations, deliver written request to the Contracting Officer, with documentation of the nature and features of the deviation and why the deviation is desirable and beneficial to the Government. If lower cost is a benefit, include an estimate of the cost savings. In addition to documentation required for deviation, include the submittal information required for the item. Allow an additional 14 calendar days beyond normal submittal review period for consideration by the Government of submittals with deviations.

K. Approved Submittals: The part of the work covered by the approved item submittal may proceed provided it complies with the requirements of the contract documents. Final acceptance will depend upon that compliance. The term “Approved” shall only indicate that there is no exception taken to the submittal. Approval of the item submittal shall not be construed as a complete check, and indicates only that the general method or other information appears to meet the contract requirements. Approval does not relieve the Contractor of the responsibility for any error which may exist. After item submittals have been approved by the Contracting Officer, no resubmittal for the purpose of substituting materials or equipment, or changes to any other information will be considered unless accompanied by an explanation of why a substitution or change is necessary.

L. Disapproved Submittals: Contractor shall correct disapproved item submittals and resubmit for approval within timeframe noted. If no date is given, Contractor shall submit corrected

submittal within 14 calendar days. If the Contractor considers any correction or notation on the returned submittal to constitute a change to the contract drawings, specification, or statement of work the Contractor shall notify the Contracting Officer.

M. Responsibility: The Government’s review of Contractor submittals shall not relieve the Contractor of the entire responsibility for the correctness of details and dimensions and conformance to the specifications. The Contractor shall assume all responsibility and risk for any mistakes and/or costs due to any errors in submittals.

N. Inconsistencies: If a conflict or inconsistency arises between an approved item submittal and the contract documents, the contract documents shall govern.

1.3 Specific Submittal Description and Requirements:

Submittal requirements for individual units of work are specified in the applicable specification section. Except as otherwise indicated in the individual specification sections, comply with the following requirements for each type of submittal.

A. Shop Drawings: These are technical drawings and data specially prepared for this contract including fabrication and installation drawings, setting and seaming diagrams, and coordination drawings (for use on-site). Shop drawings include drawings, diagrams and schedules specifically prepared to illustrate some portion of the work, diagrams and instructions from a manufacturer or fabricator for use in producing the product and as aids to the Contractor for integrating the product or system into the project, or drawings prepared by or for the Contractor to show how multiple systems and interdisciplinary work will be coordinated. Information required on shop drawings includes dimensions, identification of specific products and materials which are included in the work, compliance with specified standards, and notations of coordination requirements with other work. Provide special notations of dimensions that have been established by field measurements. Highlight, encircle, or otherwise indicate deviations from the contract documents on the shop drawings. Furnish one hard copy and one electronic copy.

B. Product Data: This data includes standard printed information on manufactured products that has not been specially prepared for this contract, including manufacturers' product specifications illustrating size, physical appearance and other characteristics of materials, installation instructions, standard color charts, catalog cuts, illustrations, schedules, standard wiring diagrams, standard product operating and maintenance manuals, and samples of warranty language when the contract requires extended product warranties. General information required specifically as product data includes manufacturers' standard printed recommendations for application and use, compliance with recognized standards of trade associations and testing agencies, the application of their labels and seals (if any), special notation of dimensions which have been verified by way of field measurement, and special coordination requirements for interfacing the material, product, or system with other work.

Furnish three hard copies and one electronic copy.

C. Samples: These are physical examples of work, including, swatches showing color, texture, and pattern, color-range sets, and units of work to be used for independent inspection and testing.

Samples include fabricated or un-fabricated physical examples of materials, equipment or workmanship that illustrate functional and aesthetic characteristics of a material or product and establish standards by which the work can be judged, color samples from the

manufacturer’s standard line (or custom color samples if specified) to be used in selecting or approving colors for the project, and field samples and mock-ups constructed on the project site to establish standards by which the ensuring work can be judged. This includes assemblies or portions of assemblies which are to be incorporated into the project and those which will be removed at conclusion of the work. Submit samples for the Contracting Officer's visual review of general kind, color, pattern, and texture for a final check of the coordination of these characteristics with other related elements of the work and for quality control comparison of these characteristics between the final sample submittal and the actual work as it is delivered and installed. Submit one each.

D. Design Data: Design data includes design calculations, mix designs, analyses or other data pertaining to a part of work. Refer to individual sections of the specification or statement of work for required quantities, formats, and signatures or certifications required. Furnish three hard copies and one electronic copy.

E. Test Plans and Reports: Test plans shall include planned testing, including a description of the test, equipment and supplies needed, and step-by-step notation of test activities and tasks.

Test reports include reports signed by an authorized official of a testing laboratory that a material, product or system identical to the material, product or system to be provided has been tested in accordance with the specified requirements. Testing shall have been within three years of date of contract award for the project. Reports also include findings of tests required to be performed by the Contractor on an actual portion of the work or prototype prepared for the project before shipment to the job site, findings of tests made at the job site or on a sample taken from the job site, investigation reports, daily logs and checklists, and final acceptance test and operational test procedures. Furnish three hard copies and one electronic copy of each such report required.

F. Certificates: These include statements printed on the manufacturer’s letterhead and signed by the responsible officials of the manufacturer of a product, system or material attesting that the product, system or material meets specification requirements. Certificates include documentation required of the Contractor, or of a manufacturer, supplier, installer or subcontractor through the Contractor, to further demonstrate the quality of orderly progressions of a portion of the work by documenting procedures, acceptability of methods or personnel qualifications. Examples include confined space entry permits, and text of posted operating instructions. Certificates shall be dated after award of the project contract and clearly name the project. Furnish three hard copies and one electronic copy of each certificate required.

G. Manufacturer’s Instructions: Preprinted material describing installation of a product, system or material, including special notices and Material Safety Data sheets concerning impedances, hazards and safety precautions. Furnish three hard copies and one electronic copy.

H. Manufacturer’s Field Reports: Documentation of the testing and verification actions taken by a manufacturer’s representative at the job site, in the vicinity of the job site, or on a sample taken from the job site, on a portion of the work, during or after installation, to confirm compliance with the manufacturer’s standards or instructions. The documentation shall be signed by an authorized official of a testing laboratory or agency and shall state the test results, and indicate whether the material, product, or system has passed or failed the test. I. Operation and Maintenance Data: Data furnished by the manufacturer, or the system provider, to the equipment operating and maintenance personnel, including manufacturer’s help and product line documentation necessary to maintain and install the equipment, and needed by operating and maintenance personnel for the safe and efficient operation, maintenance, and repair of the item. The data is intended to be incorporated in an operations and maintenance manual or control system. Furnish two hard copies and one electronic copy.

J. Final Design Drawings and Documentation: Final design documentation including drawings, specifications, estimates, and other required deliverables. Electronic documentation submitted shall include every associated component file of drawings and other documentation, including raster images, jpeg, tiff, Excel, and any related items required to view, modify, or manipulate the electronic files. Furnish a CD-ROM of all final design documentation, and drawings in AutoCAD 2005 through 2010 format, to the Contracting Officer for approval prior to applying for final payment.

K. Record (As-Built) Drawings: Record drawings showing final configuration of work accomplished. Show all changes, additions, and deviations from the original contract drawings and documentation. If no changes occur, furnish certification to that effect. Drawings may be redlined hardcopies or electronic drawings, and shall accurately show as-built conditions during the progress of the job. If electronic, furnish drawings on a CD-ROM, in AutoCAD 2005 through 2010 format, including every associated component file of the drawings, including raster images, jpeg, tiff, Excel, and any related items required to view, modify, or manipulate the electronic files. Submit to the Contracting Officer for approval prior to applying for final payment.

L. Miscellaneous Submittals: These are work-related, non-administrative submittals that do not fit in the previous categories, including the following:

1. Maintenance agreements. Furnish one hard copy and one electronic copy.

2. Survey data and reports. Furnish one hard copy and one electronic copy.

3. Project photographs. Furnish both hard copies and digital files.

4. Keys and other security protection devices.

5. Maintenance tools, spare parts, and overrun or maintenance stock. Refer to individual sections of the specification for required quantities of spare parts, extra and overrun stock, maintenance tools and devices, keys, and similar physical units to be submitted.

6. Qualification certificates. Furnish one hard copy and one electronic copy.

7. Employee training certificates and documentation showing successful completion of training.

8. Documentation of percentage of recovered material content used during contract.

9. Contractor safety and work plans and schedules.

10. Warranties.
