About this file
This is a sole source determination and direct award solicitation from the West Virginia Department of Administration's Purchasing Division for the West Virginia Department of Education, focusing on Frontline Education Professional Learning platforms. The solicitation, issued on March 26, 2025, with a closing date of March 31, 2025, seeks to add Frontline Professional Learning Management to the department's existing educational technology ecosystem. The implementation is planned to begin immediately and be fully functional by July 1, 2025, with a one-time implementation fee and annual recurring fees for unlimited usage across professional learning management and learning collaboration resources.
The total contract value includes a $7,218.00 implementation fee for the West Virginia Department of Education, with annual fees of $11,217.40, and a separate $7,218.00 implementation fee and $14,723.40 annual fee for the West Virginia Schools of Diversion and Transition. The direct award is justified by the existing investment of over $342,000 in the statewide job bank and onboarding process, with Frontline's platform continuing the life cycle of current recruiting, hiring, and central management systems. The procurement is being pursued as a sole source award to ensure compliance with required trainings and to maintain continuity in the department's technology infrastructure.
