Text2: DLA Document Services has a need to issue a bridge contract to continue services for SP7000-15-M-0104 without using competitive procedures. Original contract provided for leased multi-functional devices (MFDs), full service maintenance, all consumable supplies (excluding paper), key operator training, networking functionality, security accreditation along with technical and network installation support, is required, for the Pacific Region.
Text3: In order to ensure no disruption in MFD services as outlined in #1 above, a bridge contract is required to keep existing leased MFDs in place pending One-Net certification to replace the existing equipment, consumables, and related services. Estimated value $115,510.85.
Text4: The statutory authority permitting the use of other than full and open competition is 41 U.S.C. 1901.
Text5: The authority identified in #3 above applies because, although other vendors offer similar MFDs, consumables, and services; no other vendor can service the lease of another vendor without violating the lease terms. The only way to ensure uninterrupted support to the Warfighter is to issue a bridge contract to the current vendor.
Text6: Although this bridge contract requirement can only be fulfilled by one source, the Justification and Approval per FAR 13.501(a)(1)(iii) will be synopsized via the Government-wide Point of Entry, Federal Business Opportunities website. The follow on order for the devices was awarded utilizing full and open competition.
Text7: Market research indicates that an adequate competition pool exists for requirements of this type. The bridge contract will only be in place long enough to allow One-Net Certification for these devices.
Text8: Attempting to do a short-term contract via competitive procedures would result in unacceptable delays to achieve contract award and delivery/installation of new equipment; both of which would cripple the customer. The unacceptable delays would entail removal of the 889 devices currently in place, recompeting the short term rental, and delivery of the short term rental, during which the customers would be without devices. A one (1) month bridge contract will provide adequate time for one-net certification and for installation of devices.

Text10: Replacement devices are scheduled to be awarded utilizing full and open competition. The devices will be placed on the newly awarded Pacific IDIQ Contract SP7000-16-D-0002 pending One-Net certification.
