(7) A determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable:

The Contracting Officer determines the anticipated cost to the government will be fair and reasonable, and that the resulting contract represents the best value to the Government, by comparing proposed prices to historical prices paid for the same or similar supplies/services.

(8) Description of market research conducted and results or a statement of the reason market research was not conducted:

In accordance with DFARS PGI 206.302-1, the contracting officer posted a Sources Sought to FedBizOpps on April 15, 2020 with a closing date of April 20, 2020. No responses were received.

(9) Other facts supporting the use of other than full and open competition:

At this time, IHS Global remains the sole source available from which the Government can obtain the full spectrum of necessary services and data available. Without the full data package, the ability to function technically would be impaired. Most damaging would be the loss of the ability to obtain specifications and standards. Without these services, the government would be required to buy specification/standard individually from various associations at an overall increased cost and would include an inefficient administrative burden, as revised specifications would need to be re-purchased each time the specifications were updated. IHS maintains the most current versions of all specifications at additional cost. (11) Actions, if any, the agency will take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required:

DLA will continue to conduct market research to determine whether other sources are available to provide the needed services/supplies. If another potential source emerges, DLA will assess whether competition for future requires is feasible. Additionally, if DLA, working with higher-level DoD programs, can take advantage of DoD Enterprise approaches toward acquiring any of the services in the package, DLA may consider whether any of the other services could be separately and competitively procured.
