Justification for Single Source Awards IAW FAR 13.106-1 For

Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID: 36C248-21-AP-3050

1. Contracting Activity: Department of Veterans Affairs, VISN 08, James A. Haley Medical Center

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: This request is for the purchase of Brand name Zumro 860 tent system to include HVAC (air conditioning system), power distribution, and lighting to augment and be compatible with the existing Zumro tent system currently in use at the James A. Haley VAMC. The system is utilized for the establishment of alternate care sites in an emergency or disaster.

The new tent system and all HVAC, power distribution, and lighting equipment must match the existing tent system’s technical, proprietary properties and specifications to include: wind load ratings (50 Mph), useable temperature range ( -30 to +120F), and physical dimensions (external 42’ long, 21.8’ wide, 10.7’ tall Internal 42’ long, 20.5’ wide, 10’ tall) and constructed of like materials and assembly techniques (neoprene structure with triple sealed seams, full length base beams, and outer shell made of reinforced Polyester with a minimum tensile strength in both directions of 330 lbs./inch). This will maintain the integrity of the shelter system and prevent the facility from having to purchase custom built additional equipment or supplies to integrate incompatible equipment such as HVAC, power supply, lighting, and pressure maintenance systems.

The James A. Haley Veterans Hospital Emergency Management Team confirmed that a different brand of tent system would not work for the government because only Zumro is compatible with existing Zumro shelter setup. A different brand could cause interruption in care services, potential damage to the shelters due to different tent shelter specifications, potential electrical hazards/fires/injuries. Failure of the integrity of the shelter could result in severe injury if personnel or patients become trapped within the shelter. Estimated amount for complete system:

$107,904.68.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

• Zumro utilizes a special Life-Raft grade Neoprene airframe.

• Air Shelters USA, LLC. is the sole manufacturer of all Zumro Air Shelters. Zumro’s proprietary airframes connector feature is unique to Zumro and per our design, size and zipper type.

• Competing products have not copied the design, which also has a copyright and is registered with the Library of Congress.

• Other features that make interoperability with a Zumro product important, is the hardware.

• All pre-assembled Shelter with all curtains and other interior options pre-installed and do not have to be removed or replaced when deploying/demobilizing the shelter system.

• All American made.

4. Description of market research conducted and results or statement why it was not conducted:

The Emergency Management team performed market research thru in person demonstrations at multiple conferences, web-based research, reviewed historical purchases and compare the brands below:

• Inflatable Shelters | Rapid Deployment Shelters | Propac USA

The Emergency Management team compared brands such as Pro-Pac, Shelter Structures, and Zoro tent systems and determined these brands will not work for the VA due to durability and interconnect ability with existing tent system currently setup on site. Pro-Pac tent systems have a Dtex polyester shell, other brands such as Zoro and Shelter Structures, have PVC/Nylon, when compared to Zumro shelters airframe fabric has an oxford weave rip-stop base coated on both sides with synthetic, chemical resistant neoprene rubber. The Zumro shelter fabric construction offers higher quality standard, such as decontaminate, air-retention, chemical resistance, durability, strength, and weather resistance. The Emergency Management technical expert team confirmed that the best fabric choice for this project is neoprene, due to durability and corrosion resistance needed for this project.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
