B.4 Tent System Statement of Need
GENERAL: James A. Haley VAMC requires a tent system to supplement the current system in use at the facility.
BACKGROUND: The tent system will supplement the current inflatable tent system on campus. The new tent system will increase the overall available square footage (860sf) that can be utilized for patient care and will provide living space for clinical staff when operating as an alternate care site in austere conditions.
PURPOSE: To provide additional patient care area for alternate care sites.
SCOPE: James A Haley is requesting contractors provide equipment that meets or exceeds the physical, functional and performance of the listed salient characteristics in this section. The equipment feature is essential to the technical requirements to meet the need of the government.
PHYSICAL CHARACTERISTICS:
· 860 Shelter System - Air-Shelter Model 8600: Includes the following Items - Removable floor, Carrying case and Maintenance Kit, Vent screens, front /back, Utility Ports – 8 per side 16 total 110v Inflator/Deflator

FUNCTIONAL AND PERFORMANCE CHARACTERISTICS:
General Shelter Construction:
· The Shelter shall be manufactured with an internal air-frame structure that is of a closed, airtight, single chamber type design. The canopy, end-walls and doors shall be permanently installed to the exterior of the airframe. Any specified options such as curtains, windows, utility ports, identification panels, and lighting where applicable, shall be pre-installed and deploy with the Shelter.
· Shelter shall be provided with a pre-installed floor that can removed if so desired. Shelters requiring additional assembly of any of the specified Shelter options after deployment will not be accepted.
Materials:
· All fabrics and components used shall be designed to withstand adverse weather conditions such as high winds, extreme cold or heat (with temperatures ranging from –30F to +120F) and heavy rain for extended periods of time.
· The deployment and use of the Shelter shall not be adversely affected by any of these under normal operating pressure conditions.
Air Structure Material:
· Shelter airframe shall be a Chemical Resistant reinforced synthetic Neoprene material. The material shall be reinforced Polyester High Tenacity – 990 deniers base fabric, equally coated on both sides with Neoprene for a minimum total fabric weight of 17 oz./square yard. The material shall have a minimum tensile strength in both directions of 330 lbs./inch.
Canopy and Curtain Material:
· Shelter canopy and curtains as specified shall be made of a lightweight yet durable urethane coated nylon or polyester woven material not exceeding 8 oz./square yard. The Shelter Canopy shall be UV resistant and water repellent and fire resistant.
Floor Material:
· The removable floor shall be Velcro secured to the outer lateral wall of the Shelter. The floor shall be a heavy-duty vinyl material.
Airframe Structure:
· The Airframe structure design shall be such that with proper deployment, the Shelter with all its installed options and components will remain deployed and operational continuously without the need for re-inflation for at least 100 hours, regardless of ambient temperature changes.
· The airframe shall employ a tapered beam design with full diameter mitered joints in both the arch and roof structure to ensure maximum wind strength and roof load capacities in all directions.
· The air structure shall have a fully integrated base support structure for strength and ease of repositioning the shelter after deployment.
Air Pressure:
· The Shelter shall be designed so that the required air pressure will be no more than 3.5 PSI to meet its rated performance specifications.
· Further, the Shelter air structure shall be designed in such a manner that it will offer an air-pressure safety margin of at least 3 to 1. The Shelter shall remain fully operational with all installed options as specified with no more than 50% of its normal operating pressure.
Pressure Relief Valve:
· The Shelter shall be equipped with at least one self-resetting, high flow, automatic pressure relief valve. This valve shall be rated for the operating pressure of the Shelter.
· The Shelter pressure relief valve(s) shall be capable of relieving enough air flow to safeguard the air structure from over inflation, even when used with full flow SCBA bottle deployment.
Deployment:
· The Shelter shall be able to be deployed with 2 persons or less. Once connected to a suitable air-source the Shelter shall be capable of deploying automatically and without further assistance other than positioning.
· For use during high wind conditions the Shelter shall be capable of deploying within its own “foot-print” allowing the base structure to be unfolded and anchored to the ground prior to deploying the shelter.
Inflation Method:
· Each Shelter shall have at least two standard methods of inflation. One method shall be by use of an electric 110V inflator and at least one alternate method shall be by the use of standard SCBA high pressure air cylinders as commonly used for breathing apparatus. The Shelter shall be equipped with dedicated inflation ports and connections for each method of deployment. The dedicated SCBA connection on the Shelter shall be of a double safety locking quick connect coupling. An Air-Bottle connection hose shall be made available for purchase as an optional accessory.
Standard Inflator:
· A lightweight, compact 110 Volt inflation/deflation system shall be supplied with each Shelter. The inflator shall not exceed dimensions of 24” x 8” x 8”. The inflator shall be capable of inflating the Shelter at a rate of 100 Square Feet per minute of deployed interior Shelter space. The Standard Inflator shall be capable of reaching the Shelter operational pressure of 3.5 PSI.
· The inflator shall be designed with connections that will enable to assist in the deflation of the Shelter.
· This inflator shall be an independent separate component of the system. The inflator and hose connections shall be fully interoperable, so it can be used independently with any of the Shelter Systems purchased as part of this offer and also shelters that are currently in use.
Canopy Color: Tan Vent Screens:
· Ventilation Screens shall be provided at both end walls above the doors with exterior covers.
Shelter End-To-End Connection:
· The Shelter shall have a means to be zipper connected on either end either by means of a zippered panel, connector panel or transfer panel. The zippered connections shall be interoperable among all Shelter ends regardless of Shelter size and shall be constructed in such a way that they will enable new and existing Shelters to be linked together and multiplexed as needed.
Utility Ports:
· Each side of the Shelter Canopy shall have utility ports installed at approximate 5’ intervals along the base of the shelter and on both sides.
· The utility port shall be at least 14” diameter to accommodate common HVAC Ducting. Each utility port end shall be size adjustable in diameter and have a means of closure. The Ports must be able to be secured to the base of the Shelter.
Utility Hangers:
· Double utility hanging points shall be provided and spaced appropriately to accommodate hanging of ancillary items such as tube lights. These sets of hanging points shall be placed along both interior wall of the Shelter approximately at 5’ intervals.
Tie Down Points:
· The Shelter shall be equipped with heavy duty anchoring points evenly spaced at 5’ intervals along the base structure and at least an additional four anchor points at both end walls. The Shelter shall be provided with at least four tie-down ropes to secure both ends of the Shelter.
· In addition, specially designed high-wind tie-down attachments will be installed to each end or side of the shelter.
WARRANTY OF EQUIPMENT: Government requirement for standard manufacturer industry warranty term as available.
DELIVERY SCHEDULE: All items to be delivered and or installed within 120 days of purchase order processing and order placement.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract and does not contain the clause at 52.215-2, Audit and Records—Negotiation.
(1) The Comptroller General of the United States, an appropriate Inspector General appointed under section 3 or 8G of the Inspector General Act of 1978 (5 U.S.C. App.), or an authorized representative of either of the foregoing officials shall have access to and right to—
(i) Examine any of the Contractor's or any subcontractors' records that pertain to, and involve transactions relating to, this contract; and
(ii) Interview any officer or employee regarding such transactions.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

(b) Accordingly, any contract resulting from this solicitation is subject to the limitation on subcontracting requirements in 13 CFR 125.6, or the limitations on subcontracting requirements in the FAR clause, as applicable.
