About this file
This is an Intent to Award Sole Source document issued by the South Carolina Department of Corrections for the Appriss SAVIN (Statewide Automated Victim Information and Notification System), also known as VINE (Victim Information Notification Everyday System). The solicitation, numbered 5400025422, was issued on May 22, 2022, by Procurement Officer Myrtle K. deWerdt. SAVIN is a victim notification system currently deployed across 44 county detention centers, one prison camp, two city jails, the South Carolina Department of Corrections, the South Carolina Department of Probation, Parole and Pardons, and the South Carolina Department of Juvenile Justice. The system provides crime victims with automated notifications regarding offenders' custody status, court events, protective orders, and probation/parole updates through multiple communication formats including phone, email, text, in-app messaging, and TTY services. The contract is structured as a one-year initial term from June 5, 2023, to June 4, 2024, with four automatically renewable one-year options for a potential five-year contract period extending through June 4, 2028. Responses marked as sole source responses must be submitted by June 5, 2023, at 10:00 a.m. to the SC Department of Corrections Purchasing Branch at 4530 Broad River Road, Columbia, SC 29210, or electronically to bidsubmissions@doc.sc.gov.
The sole source justification centers on the system's requirement to maintain compatibility with existing operational electronic offender and victim information systems currently in use across South Carolina to ensure continued integration into a statewide victim notification system. The SAVIN system must meet BJA SAVIN requirements and comply with national information sharing standards recommended by the DOJ's Global Justice Information Sharing Initiative, including the Global Reference Architecture, National Data Exchange Model, and Global Federated Identity and Privilege Management. The document does not specify contract pricing or funding amounts. Protests of the intended award must be submitted within five business days of posting, with formal protests due within fifteen days. The notice was posted in the South Carolina Business Opportunities database for the required five to ten business days.

SOUTH CAROLINA DEPARTMENT OF CORRECTIONS
This is a (1) year Sole source with (4) automatically renewable (1) year Terms for a potential of (5) Years Initial Term: 06/05/2023 – 06/04/2024 Potential Term: 06/05/2023 – 06/04/2028
SOUTH CAROLINA DEPARTMENT OF CORRECTIONS
The South Carolina Department of Corrections intends to Sole Source Appriss -SAVIN – A Statewide Automated Victim Information and Notification System also known as VINE (Victim Information Notification Everyday System). VINE helps keep communities safe and informed by providing crime victims access to information about offenders’ custody status and notifying the victim about any changes in the offender’s custody status, while also providing an integrated crime victim service provider directory. Victims must be able to receive automated notifications about their offender’s custody status via their choice of format: phone, email, text, or in-app messaging. TTY services must also be available. VINE is a single solution that notifies users about updates to court events and protective orders as well. Probation and parole updates keep victims informed once an offender moves to post-incarceration supervision. The SAVIN System is currently being utilized in 44 county detention centers, 1 prison camp, 2 city jails, the South Carolina Department of Corrections, the South Carolina Department of Probation, Parole and Pardons, and the South Carolina Department of Juvenile Justice. To allow for the transparent exchange of data, it is desired that the system be compatible with the existing operational electronic offender or victim information system in order that the systems can remain integrated into one statewide victim notification system with appropriate interfaces.
The system must meet BJA SAVIN requirements for victim notification. The overall SAVIN architecture must support the ability to share data among multiple data sources. The information sharing for SAVIN includes implementing relevant national information sharing standards as recommended by DOJ’s Global Justice Information Sharing Initiative (Global), such as Global Reference Architecture (GRA), National Data Exchange Model (NIEM), and Global Federated Identity and Privilege Management (GFIPM). SAVIN IEPD/Service Specifications and other currently available technologies that support SAVIN business processes are required.
