APPENDIX A – SCOPE OF WORK
Through this Request for Qualifications (RFQu), the Charter County of Wayne (County) hereby invites businesses who meet the qualifications and specifications set forth herein to submit responses for the purpose of providing Professional Engineering Services to assist the Wayne County Department of Public Services (WCDPS) Engineering Division, as needed.
GENERAL
WCDPS may, on occasion, seek professional engineering or support services to augment the ongoing engineering services currently performed by its own work force. This RFQu seeks general professional and technical engineering services including civil design, construction inspection, project administration, etc.
The types of professional and technical services that WCDPS is seeking may consist of providing any combination of these tasks. Additionally, the consulting duties may be project specific or general in nature when supporting the existing WCDPS Engineering Division staff in day-to-day activities.
These services will be provided on an as needed basis as determined by WCDPS. Prior to beginning any project, WCDPS will establish a scope of work, including the proposed schedule. The Consultant/s will then provide WCDPS with a proposal including a “not to exceed” cost for that project. The Consultant will provide its hourly rates for every billable employee that might be proposed for engagement in a project or supporting effort. Rates should include benefits, overhead and profit.
The professional engineering services, including any ancillary professional services, that WCDPS is seeking are anticipated to include, by way of example:
A. Preliminary Design and Planning B. Design Engineering C. Construction Engineering and Inspection D. Survey E. Project Administration and Local Agency Representation F. General Civil Support (plan review, cost estimating, mapping, project conceptualization, stormwater design review, etc.)
G. Traffic Engineering (both design and review capacities) H. Geotechnical Engineering Services I. Testing of construction materials in the lab or on the project site J. Fabrication inspection at manufacturer plants in-state and out-of-state K. Environmental Engineering (both design and review capacities) L. State Historic Preservation Office, Section 106 submittals (Must be on MDOT Prequalified
List)
Consultants are not required to provide all these services, however, the minimum proposal must include parts A-J.
Sections K and L, which, while they are not required to be considered for evaluation, these will be included in the scoring considerations. Following the determination of meeting the minimum qualifications, the Proposer may be scored higher during evaluation if they meet the preferred qualifications
As a part of these services, the Consultant will collect, review, and verify existing information as well as other information provided to the Consultant by WCDPS. Information may include surveys, utility plans, topographical maps, right-of-way maps, GIS data, record drawings, preliminary conceptual plans/drawings, other plans/drawings and available soils investigations. The Consultant will be responsible for appropriately utilizing any such information in connection with services performed. Providing stormwater/soil erosion control designs, as required for the proper design and construction of the project, shall be part of the Consultant's responsibility in providing professional services for a project. Monitoring and enforcement of such measures during the construction and inspection phase of a given project shall also be required.
A. Preliminary Design and Planning
These services will include preliminary review of potential projects. The work may include review of Asset Management plans, and GIS mapping, coordinating with local communities, utility companies and reviewing as-built drawings. Work products may include preliminary layouts, planning cost estimates, feasibility analysis and other professional information to assist WCDPS in evaluating future improvements.
Preliminary Design also includes the completion of and submittal of MDOT Program Applications and NEPA forms.
B. Design Engineering
These services will consist of competent professional and technical engineering services required to prepare construction drawings, specifications, and bid documents for a project, together with a detailed estimate of the construction costs. These duties shall include the generation or acquisition of field surveys, right-of-way (ROW) analysis and acquisition, materials testing, geotechnical and soils investigations, investigations for contaminated soils and other pertinent information, if required for the proper design of a project. These necessary tasks shall be provided by or obtained by the Consultant as a part of the responsibility to provide professional engineering services for any project. Subconsultants must be listed in each individual project proposal. The design services shall be consistent with sound engineering practices and shall meet all applicable laws and regulations, grant or funding requirements and appropriate standards. These services may include assisting with administration of the bidding process including bidder prequalification, plan disbursement, processing and preparation of addendums, participation in bid opening (for local projects), analysis of bids, and bid award recommendations as directed by WCDPS.
WCDPS also makes every effort to reach out and engage stakeholders early in the design phase of projects. The Consultant(s) shall be responsible for hosting in-person or virtual public meetings and preparing presentation materials for a variety of audiences. Stakeholders shall include, not limited to, Railroad, Michigan Department of Transportation (MDOT), Michigan Department of Environment, Great Lakes, and Energy (EGLE), local municipality, public utility, local public/private organization, school district, etc.
Contract documents, plans, and specifications will be in accordance with the current WCDPS construction rules, specifications, and procedures, where applicable. All plans, original drawings, electronic files, specifications, reports, photographs, and other documents related to a project which the Consultant prepares or causes to be prepared in connection with services performed shall be delivered to and become the property of WCDPS. The file format for final documents will be specified by WCDPS on a project-by-project basis. Also, all sketches, charts, and other data prepared by the Consultant shall be available to WCDPS upon request. The Consultant shall be responsible for the preparation of any required permit applications, including any necessary drawings, environmental surveys and supporting information and shall assist WCDPS in obtaining the permits.
C. Construction Engineering and Inspection
These services will consist of competent professional construction and inspection services to adequately assure that the work has been completed in compliance with the approved construction drawings and specifications. The construction and inspection services shall be consistent with sound engineering practices and shall include, but not necessarily be limited to, construction administration, inspection services and shop drawings review and approval processes. Field surveys, materials testing, materials fabrication, geotechnical and soil investigations, investigations for contaminated materials and soils, and other pertinent information, if required for the proper construction of a project, shall be provided or obtained by the Consultant as part of the responsibility of providing professional services for a project.
Subconsultants must be listed in each individual project proposal. Under this phase, the Consultant shall consult with and advise WCDPS on all aspects of the project and act as WCDPS’ professional representative for the project and perform the duties as the project engineer under the direction of WCDPS.
The Consultant shall review/approve, advise and consult with WCDPS regarding shop drawings, change orders, guarantees, pay estimates, and other related matters. Under this phase, the Consultant shall provide to WCDPS record drawings and computer digital files of the complete “as built” construction work within three (3) months after the completion of the Project. Also, in accordance with sound engineering practices, the Consultant shall certify to WCDPS that the construction work was completed according to the plans and specifications, and that the completed project is acceptable for its intended purposes. That acceptance shall be in the form of a final project report and certification prepared by a professional engineer licensed in the state of Michigan.
D. Survey
Consultants should have a licensed professional land surveyor on staff along with the ability to perform topographical surveys, boundary surveys, relocate monuments, stake sidewalks and driveways, and perform other surveying tasks associated with projects or general engineering services. In the absence of on-staff professional survey team members, a subconsultant may be proposed. The subconsultants’ professional references must be included as part of the proposal.
E. Project Administration and Local Agency Representation
When working on a specific project, the Consultant will act on behalf of WCDPS’ Engineering Division, as an agent of that division, in providing all administration for the project. This administration shall include all the items listed in parts A and B above. During the Design Engineering phase this may include, but is not limited to, submitting complete bid packages to the Michigan Department of Transportation (MDOT) for local agency projects, coordinating the advertising of a project for bidding, attending bid openings, tabulating bid tabs, and recommending an acceptable bidder in compliance with all applicable laws, regulations and rules, including without limitation to the County’s procurement requirements. During the construction engineering/inspection phase of a project administration may include, but is not limited to, processing pay estimates in Field Manager (or current MDOT required software), conducting preconstruction meetings, holding progress meetings, answering questions from project stakeholders, preparing meeting notes and progress reports, updating progress on websites or preparing and issuing other forms of communications, preparing pay estimates, and coordinating all parts of the project on behalf of WCDPS.
F. General Civil Support
General civil support services shall include a variety of engineering and technical duties. These duties may vary from simple technical tasks supporting staff to participating in the review of large projects. These duties may also include working closely with WCDPS to conceptualize and analyze future public improvements in the form of pre-design engineering, or providing individual technical support, such as providing office technician training/services. General civil support may also be understood to include the potential to provide other technical services such as environmental analysis, stormwater design, as well as any other support services that may aid the WCDPS in performing the duties of the WCDPS Engineering Division. General Civil support can also include providing support to other Wayne County departments, as directed by WCDPS. The duties listed in general civil support will generally fall outside of the categories of design phase services and construction engineering/inspection phase services as those duties will generally be performed on a project-by-project basis and under individual task authorization.
G. Traffic Engineering
The Consultant may be required to support the WCDPS with traffic studies, the design of traffic signals, and participate in larger projects as the designer of record for complex traffic systems. For the purposes of this request for proposals, a qualified traffic engineer shall be licensed within the state of Michigan, have five (5) years of professional experience, be well versed in the Michigan Manual of Uniform Traffic Control Devices (MMUTCD), and be certified as a Professional Traffic Operations Engineer (PTOE) or be an active member in the Institute of Transportation Engineers (ITE).
H. Geotechnical Engineering
The Consultant may have the opportunity to provide geotechnical engineering services on a project specific basis, including, providing soil borings, reviewing pavement design, etc. Tasks may also involve general civil support services such as reviewing developer reports, density and material testing on various projects, aiding in public works road maintenance, or providing general technical advice on soils and materials issues, as directed by WCDPS.
I. Testing of construction materials in the lab or on the project site
The consultant may have the opportunity to provide material testing on material samples brought to the lab with lab equipment or on the project site as required.
J. Fabrication inspection at manufacturer plants in-state and out-of-state
The consultant may have the opportunity to provide inspection and material testing on fabricated items for construction in-state and out-of-state as required.
K. Environmental Engineering (optional preferred qualification)
The Consultant may have the opportunity, but is not required, to provide environmental engineering services under this RFQu. Occasionally, the Consultant team may be called upon to help in providing professional review of detailed environmental reports. Any consultant with qualified environmental designers and reviewers may wish to highlight this ability in its proposal. Experience with wetlands, brownfields, soil contamination, groundwater contamination and remediation should be referenced.
L. State Historic Preservation Office, Section 106 submittals (Must be on MDOT Prequalified List) (optional preferred qualification)
The consultant may have the opportunity, but is not required, to complete and submit the Section 106 Applications for project using the new forms required by the SHPO effective January 1, 2021. In accordance with SHPO requirements attachments to the applications will include a location map with recorded historical sites noted. Historical maps, an Archaeological Sensitivity Map, the 12 Indian Affairs letters. Provide field notes and photographs of structures 50 years and older along with roadway photos and log map. All work is to be performed by MDOT prequalified personnel as stipulated by the SHPO application procedures. Maintain all current and future requirements of the SHPO office.
SCHEDULE
WCDPS will identify a proposed schedule(s) and scope of work based on the work to be performed when requesting support or services associated with a specific project or task.
