LONGSHANKS

APPENDIX A – WORK ACTIVITY ITEMS

ITEM #1: Dead Tree Cutting and Machine Piling on 461 Acres in Specified, Fire-Killed Plantations:

Payment will be made by the Acre.

Work will occur on slopes <40%.

Contractor shall fell, using chainsaws or feller-bunchers, all dead conifer and hardwood trees greater than 4.0 inches dbh and greater than 10 feet tall. Hardwood trees with live stump sprouts are considered to be dead trees for purposes of this item. Maximum stump height will be 6.0 inches, except stumps greater than 6.0 inches in height will be acceptable when obstacles prevent safe cutting to a 6.0 inch stump height. Trees shall not be felled into areas listed below.

All material from felled trees and all existing, dead woody material on-the-ground, greater than

6.0 inches small end diameter and 6.0 feet in length will be tractor piled using a brush rake or piled using equipment with a boom having an operating radius of at least 20’ and equipped with a grapple, or feller-buncher piled within treatment units. An average of 5 pieces/acre of dead woody material over 16 inches diameter on the small end and 10 feet in length, if available, shall be left scattered throughout treatment area. A maximum of 100 lineal feet/ac of this scattered material will be retained.

All piles will be compact, free of soil and be piled in such a manner that material is not protruding outside of the perimeter of the piles. Material protruding out of the pile perimeter by

4.0 feet or more shall be cut and re-piled. Piles will be a minimum of 8.0 feet tall and piles shall not be closer than 100 feet from each other. Piles less than 8 feet tall will only be acceptable if material would otherwise need to be moved more than 100 feet to make an 8.0 foot tall pile. Piles shall not be created within 50 feet of any of the following:

• property lines, private ownership,

• living trees greater than 6.0 inches dbh,

• system roads,

• protected snag patches,

• retained down logs,

• sensitive areas, or

• streamcourse buffer zones as shown on the contract maps.

Contractor shall minimize the displacement of soil during the piling operation and retain duff layer wherever possible.

Dead tree cutting and machine piling measurable performance standards:

1. Stump height.

2. Compactness and size of piles. (no maximum size).

3. Pile placement relative to property lines, residual living trees, system roads, protected snag patches, retained down logs, streamcourse buffer zones, and sensitive areas.

4. Avoidance of slopes in excess of 40%.

5. Amount of soil displacement, and amount of remaining ground cover left intact.

6. Amount of soil in piles.

7. Quantity, size and placement of retained down logs.

The acceptable quality standards for the items listed above is 90%.

ITEM #2: Grapple piling by the acre on 372 acres in previously logged stands

Payment will be made by the acre.

Work will occur on slopes <40%.

The Contractor shall grapple pile 372 acres using equipment with a boom having an operating radius of at least 20 feet and equipped with a grapple. Units designated by the Forest Service will generally be on slopes <40%.

All material greater than 6 inches small end and 6 feet in length will be grapple piled within designated areas. An average of 5 pieces/acre of dead woody material over 16 inches diameter on the small end and 10 feet in length, if available, shall be left scattered throughout treatment area.

A maximum of 100 lineal feet/ac of this scattered material will be retained.

All piles will be compact, free of soil and be piled in such a manner that material is not protruding outside of the perimeter of the piles. Material protruding out of the pile perimeter by

ITEM #3: Pushing or Falling; and Machine Piling (or Windrowing) 1,417 Acres in Specified, Unsalvaged Timber Stands:

Payment will be made by the acre.

Work will occur on slopes <40%.

Contractor will push over with piling equipment or fall using chainsaws or feller-bunchers, all dead conifer and hardwood trees greater than 4.0 inches dbh and greater than 10 feet tall.

Hardwood trees with live stump sprouts are considered to be dead trees for purposes of this item.

Sufficient quantities of woody material necessary to fulfill requirements of ITEM #4 will not be piled or windrowed.

Material protruding out of the pile or windrow perimeter by 4.0 feet or more shall be cut and re-piled. Piles or windrows will be a minimum of 8.0 feet tall and piles and windrows shall not be closer than 100 feet from each other. Piles or windrows less than 8.0 feet tall will only be acceptable if material would otherwise need to be moved more than 100 feet to make an 8.0 foot tall pile or windrow. Piles or windrows shall not be created within 50 feet of any of the following:

• property lines, private ownership,

Windrows shall have breaks every 200 feet with at least a 100 foot gap between ends of wind-rows.

Pushing or falling and Machine piling or windrowing of unsalvaged timber stands measurable performance standards:

1. Compactness and size of piles or windrows.

2. Pile or windrow placement relative to property lines, residual living trees, system roads, protected snag patches, retained down logs, streamcourse buffer zones, and sensitive areas.

3. Avoidance of slopes in excess of 40%.

4. Amount of soil displacement, and amount of remaining ground cover left intact.

5. Amount of soil in piles.

6. Quantity, size and placement of retained down logs.

7. Stump height maximum of 12 inches.

ITEM #4: Skidding and Decking for Removal of 5,000 Green Tons of Previously Fell, Conifer Material:

Payment will be made by the green ton upon removal of specified tonnage of skidded and decked material in accordance with Item #5, below.

A “green” ton for purposes of this contract is defined as the gross weight of the log truck and trailer and delivered load of biomass as measured at the Bio-mass Facility minus the TARE weight of the log truck and trailer.

Notwithstanding Appendix B, Clause C.2, Contractor shall skid and deck a minimum of 5,000 green tons of previously felled, conifer material using rubber tired or tracked equipment capable of skidding products with leading end clear of ground. Contractor may choose which units and individual pieces will be removed to meet the requirements of this item. The log material shall be decked in landings approved by Forest Service in advance of skidding. The material shall be suitable for hauling on a standard logging truck. There is no maximum or minimum piece size for the material skidded and decked under this Item.

Contractor may skid and deck more than 5,000 green tons of conifer material by written agreement with and at no cost to the Forest Service.

All skidding and decking activities will be accomplished in accordance with Appendix B.

Cost of compliance with road maintenance, erosion prevention, safety, landing clean-up, fire and scaling specifications will be borne by contractor.

The acceptable quality level (AQL) is based on 100% compliance with Appendix B for the skidding and decking.

ITEM #5: Loading and Removal of 5,000 Green Tons of Decked, Conifer Material to a Bio- Mass Power Plant Facility:

Payment will be made by the green ton for bio-mass removal.

A “green” ton for purposes of this contract is defined as the gross weight of the log truck and trailer and delivered load of biomass as measured at the Bio-mass Facility minus the TARE weight of the log truck and trailer.

Notwithstanding Appendix B, Clause C.2, Contractor shall load and remove a minimum of 5,000 green tons of conifer material from decks created in ITEM 4, above. Material will be removed in log form (not chipped), unless otherwise agreed. Unless otherwise agreed, all removed material will be delivered to a commercial bio-mass, cogeneration or bio-fuel facility and weighed at a Forest Service approved location. Weight certificates will be provided to the Forest Service in accordance with load accountability requirements in Appendix B.

Contractor may remove more than 5,000 green tons of conifer material by agreement with the Forest Service.

Contractor may remove cull log products by agreement to sawmill processing facilities at no cost to the Forest Service in accordance with Appendix B, provided a minimum of 5,000 green tons of conifer material removal to a commercial bio-mass, cogeneration or bio-fuel facility is accomplished.

Contractor will pay the Forest Service for the tonnage of biomass and sawtimber removed in accordance with the Flat Rate prices stated in the Solicitation of the contract. No additional fees will be charged for surface replacement deposits or road maintenance deposits for volume hauled.

All loading and removal activities will be accomplished in accordance with Appendix B, including road maintenance, safety, landing clean-up, branding, painting and scaling requirements. Cost of compliance with road maintenance, erosion prevention, safety, landing clean-up, fire and scaling specifications will be borne by contractor.

The acceptable quality standards for the items listed above is 100% based on the mandatory removal of 5,000 green tons to a commercial bio-mass, cogeneration or bio-fuel facility.

ITEM #6: Pushing or Falling and Machine Piling (or Windrowing) 149 Acres in Specified, Unsalvaged, Timber Stands:

Payment will be made by the Acre.

Work will occur on slopes <40%.

Contractor will push over with piling equipment or fall using chainsaws or feller-bunchers, all dead conifer and hardwood trees greater than 4.0 inches dbh and greater than 10 feet tall.

Hardwood trees with live stump sprouts are considered to be dead trees for purposes of this item.

OPTIONAL ITEM #7: Pushing or Falling; and Machine Piling (or Windrowing) 509 Acres in Specified, Unsalvaged Timber Stands:

Payment will be made by the acre.

Work will occur on slopes <40%.

Contractor will push over with piling equipment or fall with chainsaws or feller-bunchers, all standing dead conifers and hardwoods trees or portions of trees >4.0 inches and <16 inches dbh and greater than 10 foot tall. All standing dead conifers or hardwood trees that are cut will have stump heights no greater than 12 inches, except stumps greater than 12.0 inches in height will be acceptable when obstacles prevent safe cutting to a 12.0 inch stump height. Trees shall not be felled or pushed over into areas listed below.

All material from felled trees and all existing, dead, woody material on-the-ground, greater than

6.0 inches small end diameter and 6.0 feet in length will be tractor piled using a brush rake or piled using equipment with a boom having an operating radius of at least 20’ and equipped with a grapple, or feller-buncher piled within treatment units. An average of 5 pieces/acre of dead woody material over 16 inches diameter on the small end and 10 feet in length, if available, shall be left scattered throughout treatment area. A maximum of 100 lineal feet/ac of this scattered material will be retained. If insufficient log size classes exist within any one class, then pieces from other size classes will be substituted to attain the desired 5 pieces/acre.

All piles or windrows will be compact, free of soil and be piled in such a manner that material is not protruding outside of the perimeter of the piles or windrows. Material protruding out of the pile or windrow perimeter by 4.0 feet or more shall be cut and re-piled. 7. Stump height maximum of 12 inches.

OPTIONAL ITEM #8: Placing coverings on 3,327 acres of machine piles and or windrows.

Payment will be made by the Acre.

Contractor shall cover a 10’ x 10’ (100 sq ft) portion of each pile or windrow created by this project to serve as an ignition site for burning. The Contractor shall provide the cover material and it will consist of either “Kraft Clean Burn Slash Pile Paper (Waxed)” or equivalent; or polyethylene (black plastic) sheeting 4 mils (.0004 inch) thick. Cover material shall be placed in a generally horizontal position at a single location on the pile within 10 foot distance from the pile perimeter and located in such manner to cover a concentration of the smaller, piled material within each pile or windrow. Contractor shall place along perimeter of each cover at least 5 pieces of slash > 4” diameter and > 6 ft long to prevent displacement of cover by wind. Slash pieces will be distributed in such manner as to hold-down all four edges of cover.

All piles created in CY 2020 up to October 15th, 2020 shall be covered by October 15, 2020. All piles created after October 15, 2020 shall be covered daily until December 31st, 2020.

Piles created after January 1st, 2021 up to October 15th, 2021 shall be covered by October 15th, 2021. Piles created after October 15th, 2021 shall be covered daily until contract termination on 12/31/2021.

Placing coverings on machine piles and windrows measurable performance standards:

1: Size and shape of covering minimum of 10’X10’ (100 sq ft.).

2: Placement of covering (location and position).

3: Material used.

4: Placement of slash on cover. (hold-down material).

5: Timing of cover placement.

The acceptable quality standards for the items listed above is 100%.

OPTIONAL ITEM #9: Grapple Piling by the acre on 419 acres of previously logged stands

Payment will be made by the acre.

Work will occur on slopes <40%.

The Contractor shall grapple pile 419 acres using equipment with a boom having an operating radius of at least 20 feet and equipped with a grapple. Units designated for piling will generally be on slopes <40%.

All material greater than 6 inches small end and 6 feet in length will be grapple piled within designated areas. An average of 5 pieces/acre of dead woody material over 16 inches diameter on the small end and 10 feet in length, if available, shall be left scattered throughout treatment area.
