This is an Intent to Award Sole Source document issued by the South Carolina Department of Corrections for the procurement of Apex Learning digital curriculum and affiliated tutorials. The solicitation number is 5400025365, issued on May 17, 2022, with a procurement officer contact of Myrtle K. deWerdt. The department seeks to procure a comprehensive digital curriculum aligned to South Carolina content standards and approved by the SC State Board of Education for an unlimited incarcerated population. The curriculum must serve grades 9–12 and adult education, including adult basic education, career and technical education, tutorials, and responsive assistance. The Palmetto Unified School District, which operates within the South Carolina Department of Corrections and serves approximately 2,500 student inmates across 21 sites in 16 counties, will utilize this resource. The response period ends on June 2, 2023, at 10:00 a.m., with the initial contract term running from June 2, 2023, through June 1, 2024. The contract includes four automatically renewable one-year terms, providing a potential total contract duration of five years through June 1, 2028. Responses must be submitted to the SC Department of Corrections Purchasing Branch at 4530 Broad River Road, Columbia, South Carolina 29210, or electronically to bidsubmissions@doc.sc.gov.

Apex Learning was previously awarded this contract through competitive bidding on November 6, 2019 (solicitation number 5400018855), and the curriculum is currently active and aligned with South Carolina content standards. This sole source procurement seeks to continue with the incumbent vendor due to the established alignment with state standards and the operational integration already in place. The South Carolina Business Opportunities (SCBO) notice will be posted for at least five to ten business days as required by SC Code 11-35-1560. Protests must be submitted within specified timeframes: a notice of intent to protest within five business days of the notice posting date, and the actual protest within fifteen days, both addressed to the Chief Procurement Officer at the Materials Management Office, 1201 Main Street, Suite 600, Columbia, South Carolina 29201.
