JUSTIFICATION FOR SOLE

SOURCE PROCUREMENT

Agency: South Carolina Department of Transportation

Sole Source Vendor: Anderson Hydra Platforms

Based upon the following determination, Agency proposes to acquire the supplies, construction, information technology, and/or services described herein from the Vendor named above per S.C. Code Ann. §11-35-1560 and S.C. Regulation 19-445.2105, Sole Source Procurement.

Description of the Agency need that this procurement meets:

The Supply & Equipment Division has a need for procurement of six (6) aerial scaffolds based on a request from District 1 & 3. The requests are based on the additional equipment needed for bridge maintenance crews. They have been renting units based on a state contract since, but have come to the point that it would be more economical to purchase a unit. Therefore, the Director of Bridge Maintenance has approved the purchase of an aerial device.

Description of market research Agency performed to determine the availability of products or services that would meet the Agency’s needs:

Anderson is the only OEM of this Hydra Platform equipment. Other options to procure said product would necessitate shopping for used units, which is not our intent.

Description of supplies, construction, information technology, and/or services Vendor will provide under the contract:

Supplier will provide Certified Operator training with certificates, pocket cards, and hard hat stickers evidencing same, 24/7 service, operators manuals, parts manuals, a 1-year warranty, and direct access to executive management if needed.

Delegation of authority must be submitted to the Materials Management Officer in writing.

The Agency must obtain a Drug-free Workplace certification from the Vendor if the sole source procurement is greater than $50,000.
