About this file
This is Amendment #1 to an RFP for the South Carolina Judicial Branch (SCJB) website development project, specifically Phase 2 of a multi-phase initiative. The project involves the development of a new website for SCJB based on approved designs completed during Phase 1, which included discovery, analysis, requirements gathering, and design work. Phase 2 focuses exclusively on development and does not include content migration, copywriting, SEO optimization, support and maintenance services, or hosting arrangements, as SCJB will manage hosting internally within their own data center. The website must be developed for in-house hosting only, with no third-party vendor hosting solutions such as Microsoft Azure permitted. Work must be performed on-site at SCJB locations, and only companies meeting mandatory qualifications listed on page 30 of the solicitation are eligible to bid. Bidders must register as vendors with the State of South Carolina and submit proposals online through SCEIS; email submissions are not accepted.
The project budget has not been determined at the time of this amendment. SCJB will provide branding and styling guidelines, a mix of stock and new images, and any required videos for the website. The APIs will be publicly accessible via token and user credentials, with Swagger API documentation available to vendors. An incumbent contractor from Phase 1 exists. The current website uses a system developed internally by SCJB. Cost proposals must follow the bidding schedule format provided on page 40 of the solicitation and be submitted online according to instructions on page 13. The amendment requires all bidders to acknowledge this amendment on page 2 of their submissions.
