Questions and Answers:
1. The RFP seeks a review of the Agency’s personnel and financial systems and processes. Does the review include technology systems, such as the Agency’s ERP, or just the internal infrastructure?
The State’s Response: The response does not require review of the Agency’s ERP system, SCEIS.
However, information from the ERP system may need to be reviewed.
2. The RFP identifies a series of State-administered programs – does the scope include evaluation of financial and human resources operations and systems for other funding sources/departments/programs? Does the scope include evaluation of program design for the listed State-administered programs?
The State’s Response: The scope does require evaluation and review of state-administered programs.
3. The RFP includes “limited, expert consultation … to implement the recommendations” (3.2.6). Are respondents to the RFP allowed to submit pricing for this service separate from other services, as the level of consultation will depend upon the number and complexity of recommendations developed during the review?
The State’s Response: Section VIII provides details on how offerors should respond. This includes a request for explanation of “Other Costs” and consulting services hours.
