About this file
This is Amendment One to a Request for Proposal (RFP) issued by Midlands Technical College in South Carolina for Financial Auditing Services. The solicitation seeks comprehensive audit services for multiple entities including Midlands Technical College (MTC), the MTC Enterprise Campus Authority (ECA), and the MTC Foundation. Fieldwork for the MTC Foundation typically occurs during the second full week of August, while the College and ECA audits are conducted the following week through the end of September, with preliminary testing of Lottery, SCWINS, and federal single audits available to begin in May or June. Fieldwork has been performed remotely in past years. Offers must be submitted online at http://www.procurement.sc.gov by March 19, 2024, at 11:00 AM, with written questions from vendors due by March 5, 2024, at 11:00 AM. No pre-bid conference or site visit is required. Award will be posted on April 11, 2024. The contract will cover a five-year term for all three entities combined.
Offerors must submit their responses divided into two separate bound volumes: a technical proposal and a price-business proposal. The pricing must be submitted with a single line item total for all MTC, MTCECA, and Foundation services in the online SCEIS system, with detailed pricing for each entity and year included in the proposal document. The current contract expires in March 2024, necessitating the new solicitation. The RFP indicates that preference provisions do not apply to this solicitation. All amendments, the solicitation, and related notices will be posted at http://www.procurement.sc.gov, and offerors must acknowledge receipt of any amendments by identifying the amendment number and date on Page Two of their submission or by other acceptable means.

RESPONSES TO WRITTEN QUESTIONS RECEIVED FROM VENDORS:
Number Question Answer
When has fieldwork typically taken place and for how many weeks?
Fieldwork typically takes place the second full week in August for the MTC Foundation. The College and ECA audit are the following week through the end of September. Fieldwork has been done remotely in the past.
Why is the College switching auditors? Current contract expires in March, 3 The RFP mentions the Enterprise Campus Authority (ECA) requires separate financial statements. Could we please get a copy of the ECA’s most current financial statements as we were unable to locate them online.
See attachment - ECA Final Statements 2023
4 Would the College be open to begin preliminary testing of Lottery, SCWINS and the federal single audits in May/June?
Yes
5 Are you looking for two separate proposals or will one suffice with both technical and price information?
The contents of your offer must be divided into two parts, the technical proposal and the price-business proposal. Each part should be bound in a single volume.
6 In the online system, there are not multiple lines for each year for MTC, MTCECA and Foundation. Are you only looking for the total price for all five years on this screen and details is just in the proposal?
Add total MTC, MTCECA and Foundation pricing on one line in SCEIS online system.
In the proposal, fill in and submit details pricing in each line item and grand total extended price.
