AMENDMENTS TO SOLICITATION (JAN 2004)

(a) The Solicitation may be amended at any time prior to opening. QUESTIONS FROM OFFERORS – AMENDMENT (JUN 2017)

This solicitation is amended as provided herein, information or changes resulting from questions will be shown in a question–and-answer format. All questions received have been reprinted below. The “State’s Response” should be read without reference to the questions. The questions are included solely to provide a cross-reference to the potential offeror that submitted the question. Questions do not form a part of the contract; the “State’s Response” does. Any restatement of part or all existing provision of the solicitation in an answer does not modify the original provision except as follows: underlined text is added to the original provision. The following prospective offeror questions and agency responses are hereby incorporated into the solicitation.

VENDOR QUESTION 1: If we recognize that additional support is needed once we get started, how would that be managed?

STATE’S RESPONSE: The maximum budget for this solicitation is $20,000. If warranted, a no cost extension may be issued if more time is required to complete the proposed scope of work.

VENDOR QUESTION 2: Regarding the Qualifications, is there any equivalencies for those expectations for qualifications? Would it be acceptable to have practical experience with federal and other large business strategic development? Is professional knowledge of dementia and Alzheimer’s required or would a working level understanding suffice?

STATE’S RESPONSE: Preferred qualifications are listed on page 21 of the solicitation.

VENDOR QUESTION 3: For key performance indicators for developing metrics to measurable parts, do you have an existing platform that is currently being used for metrics? If so, do you have a tech support specialist that could speak to us about the capabilities of the platform while we are executing the scope? Would they be part of the stakeholders participating in the effort?

STATE’S RESPONSE: There is no existing platform for key performance indicators.

VENDOR QUESTION 4: Is there a suggested template or format that you have already specified to develop the implementation plan?

STATE’S RESPONSE: There is no suggested template or format for the development of the implementation plan.

VENDOR QUESTION 5: What is the estimated hours worked with key stakeholders vs outside hours worked?

STATE’S RESPONSE: As indicated in page 17 of the solicitation “Bi-monthly, or more frequently as determined by the vendor or DHEC, touchpoints with DHEC to discuss progress, ask questions, and resolve issues as applicable.” Bi-monthly is every other week. For the purposes of the solicitation, the vendor and/or DHEC may determine it necessary to gather the ARCC or ARCC subcommittees to assist in the development of the implementation plan.

VENDOR QUESTION 6: Are the quality standards available to review that are referred to in the following vendor responsibility section? “Provide a draft of the implementation plan to DHEC staff by July 15, 2024. The plan must meet DHEC’s quality standards”.

STATE’S RESPONSE: As a recipient of CDC cooperative agreement funds, DHEC must ensure programmatic deliverables as set forth in the CDC notice of funding opportunity are met. CDC and DHEC review and feedback will be incorporated into the implementation plan and the final plan will require review and approval by DHEC programmatic staff and leadership. Any items cobranded with a DHEC logo will also require review by the DHEC outreach department. Quality standards include but are not limited to items as described on page 17 of the solicitation. The plan must be sustainable and allows for adjustments that are informed by experience, science, data, and contextual influences, The plan must have objectives that are specific, measurable, attainable, relevant, time bound, inclusive and equitable (SMARTIE). The plan must contain actions that address sustainability, prioritize populations and communities experiencing the greatest disparities in the prevalence of ADRD or ADRD-associated risk factors, including addressing social determinants of health and health equity.

VENDOR QUESTION 7: Will the following vendor responsibility be completed virtually or face-to-face? “Dedicate 10-20 hours a month, working with ARCC and DHEC to lead and guide the planning and development of the Implementation Plan.”

STATE’S RESPONSE: For the purposes of the solicitation, the vendor and/or DHEC may determine it necessary to gather the ARCC or ARCC subcommittees in person to assist in the development of the implementation plan. These meetings are typically held in Columbia, SC. Beyond these instances, the vendor may work offsite to complete the scope of work. Offsite would be where the vendor normally conducts business.

VENDOR QUESTION 8: For the following vendor responsibility, is “offsite” referring to neutral meeting space, or, virtually via webinar meetings? “Some meetings may be held onsite; however, most contractual services will be conducted offsite.”
