About this file

This is Amendment One to an Invitation for Bid solicitation issued by Midlands Technical College's Procurement Office for the purchase and installation of flags and banners on MTC campuses. The project involves the supply and installation of outdoor vinyl banners in three designs: a 24x60" MTC logo design, a 24x60" HT@MTC design, and a 12x53" MTC Schools design, all double-sided with matching designs on both sides. The vinyl material must be 13 ounces minimum weight. Vendors must be located within a 25-mile radius of Columbia, South Carolina, due to time and cost considerations associated with travel. The offer submission deadline is May 6, 2020, at 11:00 a.m., with questions from offerors due by April 29, 2020, at 12:00 p.m. No pre-bid conference or site visit is applicable. Award notification is scheduled for May 11, 2020. Installation must be completed by July 31, 2020. Offerors must submit one original offer online through the South Carolina procurement website and hold their offers open for a minimum of 30 calendar days after the opening date.

The amendment addresses vendor questions regarding qualifications, geographic restrictions, product specifications, and installation timelines. Vendors exceeding the 25-mile radius requirement are ineligible regardless of their reseller status or ability to arrange subcontractor installation. Subcontractors exceeding 10 percent of project cost, providing government information access, or performing services critical to performance must be identified with business details in the offer. The solicitation notes that some poles will accommodate two banners requiring additional hardware sets, clarifying that the number of hardware sets differs from banner quantities. Discount for prompt payment terms and state vendor preference information are available for qualified in-state vendors, though specific discount percentages are not detailed in this amendment.

PREFERENCES - A NOTICE TO VENDORS (SEP. 2009): On June 16, 2009, the South Carolina General Assembly rewrote the law governing preferences available to in-state vendors, vendors using in-state subcontractors, and vendors selling in-state or US end products. This law appears in Section 11-35-1524 of the South Carolina Code of Laws. A summary of the new preferences is available at www.procurement.sc.gov/preferences . ALL THE PREFERENCES MUST BE

CLAIMED AND ARE APPLIED BY LINE ITEM, REGARDLESS OF WHETHER AWARD IS MADE BY ITEM OR

LOT. VENDORS ARE CAUTIONED TO CAREFULLY REVIEW THE STATUTE BEFORE CLAIMING ANY

PREFERENCES. THE REQUIREMENTS TO QUALIFY HAVE CHANGED. IF YOU REQUEST A

PREFERENCE, YOU ARE CERTIFYING THAT YOUR OFFER QUALIFIES FOR THE PREFERENCE

YOU'VE CLAIMED. IMPROPERLY REQUESTING A PREFERENCE CAN HAVE SERIOUS

CONSEQUENCES. [11-35-1524(E)(4)&(6)]

PREFERENCES DO NOT APPLY – [11-35-1524(E)(2)

Amendment One (1)

Solicitation # 5400019739

AMENDMENTS TO SOLICITATION (JANUARY 2004) (a) The Solicitation may be amended at any time prior to opening. All actual and prospective Offerors should monitor the following web site for the issuance of Amendments: www.midlandstechstech.edu/vendors (b) Offerors shall acknowledge receipt of any amendment to this solicitation (1) by signing and returning the amendment, (2) by identifying the amendment number and date in the space provided for this purpose on Page Two, (3) by letter, or (4) by submitting a bid that indicates in some way that the bidder received the amendment. (c) If this solicitation is amended, then all terms and conditions which are not modified remain unchanged.

RESPONSES TO WRITTEN QUESTIONS RECEIVED FROM VENDORS:

1. Question: We are Custom Graphics INC, a ND company out of Fargo. Would we have a chance of getting the bid to design the banners if we got a subcontractor that meets bid requirements regarding the 25 mile radius to work with us and install what we send them on the Campuses listed on the bid?

Response: Yes, your subcontractor must meet the bid requirements. See Solicitation# 5400019739, Section

V – Qualifications – Subcontractor - Identification, pg 17.

“SUBCONTRACTOR -- IDENTIFICATION (FEB 2015)

If you intend to subcontract, at any tier level, with another business for any portion of the work and that portion either (1) exceeds 10% of your cost, (2) involves access to any "government information," as defined in the clause entitled "Information Security - Definitions," if included, or (3) otherwise involves services critical to your performance of the work (err on the side of inclusion), your offer must identify that business and the work which they are to perform. Identify potential subcontractors by providing the business name, address, phone, taxpayer identification number, and point of contact. In determining your responsibility, the state may contact and evaluate your proposed subcontractors. [05-5030-2]”

2. Question: There is a clause that says that the Vendor must be within a 25 miles radius of Columbia. I am physically located in Augusta, Ga, which is 60 miles away from downtown Columbia. However, I am a reseller that would have the items delivered directly to each location. I would then have a partner install those at each location. Would my distance eliminate me from this solicitation?

Response: Due to time and cost associated with travel, within 25 miles of Columbia is a requirement. See also response# 1.

3. Question: Are all the banners the same image/design?

Response: No. We have a 24x60” MTC logo design, a 24x60” HT@MTC design, and a 12x53” MTC

Schools design. All will be double sided and both sides of a banner will be the same design.

4. Question: What material banners are you requesting? Vinyl or Fabric?

Response: Outdoor vinyl.

http://www.midlandstechstech.edu/vendors

5. Question: If vinyl is requested, what is the minimum weight vinyl required?

Response: 13 oz.

6. Question: In the Scope of Work/Specifications section on page 14, you state that bidder must be within 25 mile radius of Columbia to bid. We provide banners and installations throughout the entire southeast, but are based in North Carolina. Is there any variance to this section?

Response: Due to time and cost associated with travel, within 25 miles of Columbia is a requirement. See also response# 1.

7. Question: With this volume of banners and hardware, is there any variance to the 30 Days after receipt of order? To print the banners, will take a minimum of 3 weeks and install would be more than a week.

Response: Installation will be required to be completed in July 31, 2020.

8. Question: We noticed that the number of hardware sets is different from the number of banners required, is this an error?

Response: No. Some poles will have two banners and require additional hardware.
