About this file

This is Amendment #1 to a Request for Proposal issued by the South Carolina Department of Mental Health (SCDMH) for PATH-Eligible Community Based Services. The solicitation seeks qualified offerors to provide outreach and services to individuals with serious mental illnesses who are experiencing literal and chronic homelessness, connecting them to mental health services and stable housing. Proposals must be submitted by July 22, 2021, at 3:00 PM either online at http://www.procurement.sc.gov or via sealed paper submission to the SCDMH Procurement Office. Questions must be received by July 13, 2021, at 12:00 PM. No pre-bid conference or site visit is required. Award notification is scheduled for August 20, 2021. Offerors must submit one original and seven hard copies of their proposal, with a signed solicitation form acknowledging receipt of this amendment. The offer must remain open for a minimum of thirty calendar days after the opening date.

The amendment revises the Financial Considerations clause to specify that SCDMH may award up to $680,221 in PATH formula grant funding from SAMHSA/CMHS for the initial first year, with subsequent year amounts based on annual federal appropriations. Funding is contingent on the enactment of a final federal budget or annualized Continuing Resolution, and SCDMH cannot guarantee full program funding. PATH funds cannot be used to supplant existing funding of current activities and must be tracked separately. Any revenue generated from PATH-funded services must be used exclusively for PATH-eligible program expenses and cannot be applied toward the match requirement. The amendment also deleted the Electronic Copies media format requirement, clarifying that the SCDMH Procurement Office cannot accept proposals submitted on CD, DVD, or USB drive.

QUESTIONS FROM OFFERORS - AMENDMENT (JUN 2017)

THE SOLICITATION IS AMENDED AS PROVIDED HEREIN. INFORMATION OR CHANGES RESULTING FROM QUESTIONS WILL BE SHOWN IN A QUESTION-AND-ANSWER FORMAT. ALL QUESTIONS RECEIVED HAVE BEEN REPRINTED BELOW. THE “STATE’S RESPONSE” SHOULD BE READ WITHOUT REFERENCE TO THE

QUESTIONS. THE QUESTIONS ARE INCLUDED SOLELY TO PROVIDE A CROSS-REFERENCE TO THE

POTENTIAL OFFEROR THAT SUBMITTED THE QUESTION. QUESTIONS DO NOT FORM A PART OF THE CONTRACT; THE “STATE’S RESPONSE” DOES. ANY RESTATEMENT OF PART OR ALL OF AN EXISTING PROVISION OF THE SOLICITATION IN AN ANSWER DOES NOT MODIFY THE ORIGINAL PROVISION EXCEPT AS FOLLOWS: UNDERLINED TEXT IS ADDED TO THE ORIGINAL PROVISON. STRICKEN TEXT IS DELETED.

[02-2A097-1]

Solicitation # 5400021687 is hereby amended to incorporate the following.

The ELECTRONIC COPIES – REQUIRED MEDIA AND FORMAT clause in Section II.

INSTRUCTIONS TO OFFERORS – B. SPECIAL INSTRUCTIONS of the Solicitation has been deleted from the solicitation in its entirety.

The FINANCIAL CONSIDERATIONS clause in Section VI. AWARD CRITERIA of the

Solicitation has been revised and now reads as follows:

SCDMH may award up to $680,221 in PATH formula grant funding for the initial first year to qualified offerors. Funding amounts for subsequent years will be based on the annual award amount received from

SAMHSA/CMHS to SCDMH.

Available funding for this program is subject to the enactment of a final federal budget or an annualized

Continuing Resolution (CR). Offerors/Contractors should be aware that SCDMH cannot guarantee that sufficient funds will be appropriated to fully fund this program.

THE FOLLOWING QUESTIONS REGARDING THE SOLICITATION WERE RECEIVED:

QUESTION 1: Can you provide more details as to the match requirements?

ANSWER: The information provided on cost sharing, or match, in the Additional Requirements section on Page 25 of the solicitation is directly from the current PATH Funding Opportunity

Announcement. No additional information is available at this time.

QUESTION 2: Page 16 indicates a requirement to submit electronic copy on CD,DVD or USB drive. Is this for the original Proposal?

ANSWER: The clause titled Electronic Copies – Required Media and Format in Section II. Instructions

To Offerors – B. Special Instruction on Page 16 has been deleted from the solicitation. The SCDMH

Procurement Office can’t accept or process copies of proposals submitted on either compact disk (CD), DVD, or USB drive.

QUESTION 3: Page 18: “Contractors must use third party and other revenue realized from provision of services to the extent possible and use SAMHSA grant funds only for services to individuals who are not covered by public or commercial health insurance programs, individuals for whom coverage has been formally determined to be unaffordable, or for services that are not sufficiently covered by an individual’s health insurance plan.”. A different Federal grant we were awarded does not allow us to bill for ANY services provided regardless of payor source as the employee is 100% paid for by the Federal grant. This statement seems to indicate we should be billing insurances when applicable and charging the grant for services when uninsured patients are seen. However if we apply, we would be asking for grant funds to pay 100% of staff salary regardless of any and all services provided. Can you clarify this?

ANSWER: The PATH program focus is on outreach to individuals with serious mental illnesses who are experiencing literal and chronic homelessness and connecting them to mental health services and stable housing. Any revenue generated from the use of PATH funds must be tracked and used only for

PATH-eligible program expenses. This revenue shall not be used to meet the match requirement for the PATH program.

QUESTION 4: Is this funding only for new positions or can funding be used to help pay for current positions currently serving Homeless population?

ANSWER: PATH funds cannot be used to supplant current funding of existing activities (see

Administrative and National Policy Requirements, Page 26).

• OPENING DATE/TIME REMAINS THE SAME: 07/22/2021 at 3:00 PM
