All actual and prospective offerors will be notified by the south Carolina Department of Social Services for the issuance of amendments, (b) offerors shall acknowledge receipt of any amendment to this solicitation (1) by signing and returning the amendment, (2) by identifying the amendment number and date in the space provided for this purpose on page two, (3) by letter, or

(4) by submitting a bid that indicates in some way that the bidder received the amendment. (c) if this solicitation is amended, then all terms and conditions which are not modified remain unchanged. VENDOR QUESTIONS AND ANSWERS

Are there to be three (3) separate RMS samples, each with 3,000 sample moments per quarter?

States Response:

Yes, there are to be 3 separate RMS samples, each with 3,000 sample moments per quarter.

Who is the incumbent vendor for RMS services?

State’s Response:

The current vendor for RMS services is Diversified Services Network Inc.

Section V Qualifications, paragraph 1 requests proof of financial capacity to perform, but will not accept the audited financial statements of a parent company to prove capacity of a subsidiary. Will the SCDSS accept a letter of intent to provide a performance bond for the total contract value to satisfy this requirement?

State’s Response

Pursuant to the clause Qualifications of Offeror, the State may

What is the value of the current contract?

State’s Response

The annual value of the current contract is ~$68,000 a year.

Where should the Minority Participation questions appear in the proposal?

State’s Response

The state uses the Minority Participation form to track minority participation in the procurement process and is not part of the RFP evaluation process. Procurement recommends that offeror’s place the form immediately behind pages one and two of the RFP whether submitting an offer online or as a hardcopy.

What is the intended go-live of the RMS system?

State’s Response

The anticipated start date of the contract is March 23; however, the current contractor will continue to perform services until transition to a different provider, if applicable, is complete. Item 4.3 in

Section IV requires offerors to submit a timeline for transition that includes the go live date. If the contract award date is later than anticipated, the state will adjust the dates in the successful offeror’s transition plan accordingly.

Throughout the RFP, there are a variety of dates listed with the headers of each section. The dates range from 2006 to 2021. Do the dates have any significance?

State’s Response

The dates listed after the heading of each section and clause represent the date South Carolina adopted the clauses for use in state contracting. These dates are for internal use only and have no impact on the request proposal process. For example, OPEN TRADE REPRESENTATION (JUN

2015) means that the state approved the clause, “Open Trade Representation” for use in state contracting in June 2015 and has not changed it since that date. Some clauses may have

(MODIFIED) written after the title instead of a date. This indicates that procurement has modified these clauses based on the needs of this solicitation.

For Service Provider Security Assessment Questionnaire – Required on page 24, would a current

SOC 2 (Type 2) audit completion certificate suffice in lieu of a completed Service Provider Security

Assessment Questionnaire?

State’s Response

No, the a current SOC 2 is not acceptable in lieu of a completed Service Provider Security

Assessment Questionnaire.

If you will accept the SOC 2 (Type 2) certificate, would there be an advantage to or penalty for filling out the Service Provider Security Assessment Questionnaire, also?

State’s Response:

While offerors must provide a completed security Assessment Questionnaire, they may also submit their current SOC 2 certificate although there is no advantage or penalty for doing so.
