About this file
This is Amendment No. One to a Fixed Price Bid solicitation issued by the South Carolina Department of Mental Health (SCDMH) for recruitment services related to psychiatrist, physician, and advanced practice registered nurse (APRN) positions. The solicitation was issued on February 12, 2020, with an original submission deadline extended to February 19, 2020, at 3:00 PM. Offers may be submitted by mail to the SCDMH Procurement Office at PO Box 485, Columbia, SC 29202, or to the physical address at 2414 Bull Street, Room 106, Columbia, SC 29201. One original copy of the sealed offer must be submitted. The award was scheduled for February 21, 2020, and would be posted at http://www.procurement.sc.gov. SCDMH consists of 16 mental health centers, 4 nursing homes, and 3 hospitals. Vendors are not required to respond to each position line item and may choose to participate in specific recruitment categories. Bidders are not required to be located in South Carolina to be placed on the Qualified Provider List (QPL), though they must be found responsive and responsible.
The amendment addresses 15 questions and answers from potential vendors regarding the solicitation. Payment of $24,000 per recruitment is made only upon successful placement, not in installments or upon initiation of services. Vendors may submit proposals via mail or through SCEIS; email submissions are not permitted. The solicitation combines three prior separate recruitment solicitations into a single opportunity. Historical data indicates approximately 10 placements occurred in the preceding 24 months, with ongoing needs across the 23 total facilities. SCDMH facilities are individually responsible for paying vendors for recruitment services provided. Workers' compensation and general liability insurance are required of vendors. While specific recruitment volume projections for each role were not provided, SCDMH indicated that identifying hardworking and dedicated professionals is a primary challenge, with low turnover rates at the facilities but difficulty in filling available positions.

PREFERENCES - A NOTICE TO VENDORS (SEP. 2009): On June 16, 2009, the South Carolina General Assembly rewrote the law governing preferences available to in-state vendors, vendors using in-state subcontractors, and vendors selling in-state or US end products. This law appears in Section 11-35-1524 of the South Carolina Code of Laws. A summary of the new preferences is available at www.procurement.sc.gov/preferences . ALL THE PREFERENCES MUST BE CLAIMED AND ARE APPLIED BY LINE ITEM, REGARDLESS OF WHETHER AWARD IS MADE BY ITEM OR LOT. VENDORS ARE CAUTIONED TO CAREFULLY REVIEW THE STATUTE BEFORE CLAIMING ANY PREFERENCES. THE REQUIREMENTS TO QUALIFY HAVE CHANGED. IF YOU REQUEST A PREFERENCE, YOU ARE CERTIFYING THAT YOUR OFFER QUALIFIES FOR THE PREFERENCE YOU'VE CLAIMED. IMPROPERLY REQUESTING A PREFERENCE CAN HAVE SERIOUS CONSEQUENCES. [11-35-1524(E)(4)&(6)] PREFERENCES DO NOT APPLY
PREFERENCES - ADDRESS AND PHONE OF IN-STATE OFFICE: Please provide the address and phone number for your in-state office in the space provided below. An in-state office is necessary to claim either the Resident Vendor Preference (11-35-1524(C)(1)(i)&(ii)) or the Resident Contractor Preference (11-35-1524(C)(1)(iii)). Accordingly, you must provide this information to qualify for the preference. An in-state office is not required, but can be beneficial, if you are claiming the Resident Subcontractor Preference (11-35-1524(D)).

QUESTIONS FROM OFFERORS – AMENDMENT (JUN 2017)
The Solicitation is amended as provided herein. Information or changes resulting from questions will be shown in a question and answer format. All questions received have been reprinted below. The “States’s Reponse” should be read without reference to the questions. The questions are included solely to provide a cross-reference to the potential offeror that submitted the questions. Questions do not form a part of the contract; the ‘State’s Response” does. Any restatement of part or all of an existing provision of the solicitation in an answer does not modify the original provision except as follows: Under lined text is added to the original provision. Stricken text is deleted. [02-2A097-1]
Solicitation is amended by incorporating the below questions and responses submitted by the question submission date of 02/7/2020.
1. For payment, is the “$24,000 per recruitment” paid only upon placement or can this be paid as a facility decides to engage our services or ongoing? Example: $10,000 at initiation, and $14,000 upon successful placement.
Response: The $24,000 is paid at time of placement.
2. Basically are these proposals only fully “contingent” or are other payment plan proposals being accepted?
Response: See question one (1) for response.
3. What was the # of needs that you had in the past 24 months? Expecting in the next 24 months?
Response: In the last 24 months there were estimated 10 placements. With that being said, SCDMH has 16 centers, 4 Nursing Homes and 3 Hospitals so the need is ever growing.
4. Besides just being on the approved list, how can potential facilities learn about our company, process, success rates etc.?
Response: Each vendor can reach out to SCDMH centers/facilities to find out the exact need they may have.
5. Do they have copies of our RFP submittals?
Response: Centers do not receive copies of what was submitted. Vendors who are approved by procurement are placed on a Qualified Provider List (QPL), with all the necessary information centers need to contact for service.
6. Can we reach out to help educate them?
Response: See question four (4) for response.
7. Can a bid proposal be submitted for APRN positions only?
Response: As stated in the solicitation, vendors do not have to respond to each line. Vendors may choose which line they would like to participate in. As long as they are found responsive and responsible they will be awarded.
8. Are all offers/bids to be submitted in paper form via mail only? Section SUBMITTING A PAPER OFFER OR MODIFICATION (MODIFIED) indicates that “Paper offers are discouraged” and “INFORMATION FOR OFFERORS TO SUBMIT -- GENERAL (MAR 2015)” indicates if submitting electronically. Please confirm.
Response: Vendors may submit via mail or they may submit their response through SCEIS. No emails submissions are allowed.
9. Is there a requirement regarding where the recruitment activity can be performed?
Response: Not sure SCDMH completely understands the questions. If asking if the vendor has to be in South Carolina to be placed on the QPL, then the answer is no. Vendor(s) have to be found responsive and responsible.
10. What are the specific locations of your Department of Mental Health facilities where the hires will be placed?
Response: A list of Mental Health Centers has been included as an attachment to this Amendment.
11. What is the projected volume of hires for each role (psychiatrist, physician and APRN) for the contract period?
Response: Each center/facility has their own needs, so no true volume can be given.
12. What is the turnover % for each position? What are the primary drivers for turnover?
Response: In general there is a low turnover rate, SCDMH issue is finding these positions in general.
13. How many recruitment assignments do you anticipate will be awarded to the Qualified Provider List?
Response: We are combining three (3) solicitations into one this time. The last solicitations that we did for each of these recruitment services provided a handful of vendors.
14. What have been the top challenges regarding hiring for these roles?
Response: It’s hard to say what challenges each center/facility faced, but one of the most important factors that is needed is finding hardworking and dedicated individuals.
15. Can you tell us the number of locations, will we be responsible for paying employees recruited? If not please explain the reason for workers compensation & general liability and can you explain scope of work #4 sentence 2?
Response: SCDMH has sixteen (16) centers, Four (4) Nursing Homes, and three (3) Hospitals. Each one will be responsible for paying the vendor (s) that are able to provide recruitment services for them.
