About this file

This is Amendment One to an Invitation for Bid issued by the South Carolina Department of Health & Environmental Control for turn-key services related to radon in air analysis. The solicitation number is 5400020816, issued on February 1, 2021, by Procurement Officer Lisa Roland. The amendment modifies the Scope of Work/Specifications section, specifically requiring that canisters or other container types obtain a diffusion barrier to control the rate at which room air enters and exits the kit, and establishing bi-weekly reporting requirements to the SC DHEC designee via email with attached spreadsheets containing header information, kit numbers, test addresses, analysis dates, home levels tested, results in pCi/L, and notations for any results that could not be calculated. The bid submission deadline is February 9, 2021, at 2:30 PM ET, with the award posting scheduled for February 12, 2021. Questions from offerors must be received by January 28, 2021, at 5:00 PM ET. Bids should be submitted online at http://www.procurement.sc.gov, with one paper copy permitted as an alternative. All deliveries and services are to be directed to the SC Department of Health & Environmental Control Bureau of Air Quality located at 2600 Bull Street, Columbia, SC 29201.

The amendment prefers that bidding companies offer a web-based application allowing end customers and SCDHEC to recalculate results due to missing information. Offerors must acknowledge receipt of this amendment by signing and returning it, identifying the amendment number and date on Page Two, submitting a letter, or indicating in their bid that receipt of the amendment was acknowledged. Bidders must hold offers open for a minimum of thirty calendar days after the opening date and submit a signed copy of the cover page with their offer, certifying their legal entity status and providing vendor registration information, office addresses for notices and payments, and any applicable state preference information if claiming resident vendor, resident contractor, or resident subcontractor preferences under South Carolina Code Section 11-35-1524.

This law appears in Section 11-35-1524 of the South Carolina Code of Laws. A summary of the new preferences is available at www.procurement.sc.gov/preferences . ALL THE PREFERENCES MUST BE CLAIMED AND ARE APPLIED BY LINE ITEM, REGARDLESS OF WHETHER AWARD IS MADE BY ITEM OR LOT. VENDORS ARE CAUTIONED TO CAREFULLY REVIEW THE STATUTE BEFORE CLAIMING ANY PREFERENCES. THE REQUIREMENTS TO QUALIFY HAVE CHANGED. IF YOU REQUEST A PREFERENCE, YOU ARE CERTIFYING THAT YOUR OFFER QUALIFIES FOR THE PREFERENCE YOU'VE CLAIMED. IMPROPERLY REQUESTING A PREFERENCE CAN HAVE SERIOUS CONSEQUENCES. [11-35-1524(E)(4)&(6)]
