1. What product is SCDE using for this functionality today?

The State’s Response: We have a contract with RANDA Solutions. RANDA solutions subcontracts the professional learning library with Frontline Education, formerly Edivate.

2. Which division is releasing this RFP?

The State’s Response: The Division of Educator, Community, and Federal Resources

3. Please explain more about what is needed to facilitate evaluation calibration efforts among certified evaluators in the Background on page 17 of the RFP.

The State’s Response: South Carolina uses a standardized teaching rubric (the SC Teaching Standards) and principal rubric (the PADEPP Standards). The state and districts lead professional learning where evaluators discuss examples of teaching and leadership practices from the PLL. For example, trained evaluators may use videos of instructional or leadership practices to discuss evidence of strong teaching or leadership and how that evidence connects to the professional practice rubric. As another example, a school instructional leadership team could view a video together to calibrate whether they are picking up on similar evidence of strong teaching practice or whether discussion is needed to calibrate scoring.

4. What volume of content is the Department of Education expecting? What is the usage of content? What was the content usage for last year?

The State’s Response: Through SC Lead, users currently have access to nearly 3,000 videos in 57 categories. Quality, accessibility, and alignment with the SC Teaching Standards and PADEPP Leadership Standards are our priorities. An estimated number of users for 2021–22 are 4,000 administrators (to include school and district administrators, state staff) and at least 60,000 teachers, but usage is generally lower. For 2019–20, 2,819 videos were assigned through SCLead. From August 2019 to February 2020, 4,624 videos were viewed.

5. Requirement: Feature videos and resources that highlight personalized learning, competency-based learning, social and emotional learning, early learning and literacy, and culturally responsive instruction. Question: What kind of resources are desired?

The State’s Response: Resources provided by the Offeror may include suggested playlists (e.g., pedagogical focus, academic area, grade span, SCTS indicator or PADEPP Standard), planning documents, handouts, professional literature, articles, interviews, or reflection questions.

6. Requirement: Allow user accounts and PLL history to be portable between and among South Carolina schools and districts. Question: Is there a unique identifier that can be used to track users in SC?

The State’s Response: Yes.

7. Requirement: Provide secure, dual entry points through SCLead.org (within the educator evaluation record) and the SC Learning Objects Repository. Question: How are you using the Learning Object Repository? What is the desired integration between SCLead.org and the Learning Objects Repository with the proposed solution?

The State’s Response: The learning objects repository currently provides all districts access to high-quality, effective resources aligned to South Carolina College- and Career-Ready Standards. The SCDE also intends to provide access to teacher-facing professional learning resources through the Learning Objects Repository. The videos and the resources in the PLL will be made accessible and indexed accordingly in both the LOR and SCLead.org.

8. Requirement: Have the flexibility to work with other technologies, as needed by the SCDE and LEAs. Question: What other technologies would SCDE and LEAs want to connect to the PLL?

The State’s Response: As of now the SCDE needs the solution to be accessible from all operating platforms and device types, including laptops, desktops and smart mobile devices and to support current and previous versions of the most common browsers, Internet Explorer, Mozilla Firefox, Google Chrome, Microsoft Edge, Safari.

9. Requirement: Allow video/resource assigners to simultaneously bulk assign videos/resources to assignees and allow users to bulk assign videos/resources to their own account. Requirement: Release email notifications of video/resources assignment and/or feedback. Both the video/resource assigner and assignee must receive the notification. Question: Who are the video/resource assigners? Are the at the state, LEA, district, or school level?

The State’s Response: Video/resource assigners refers to educators or administrators at the state, LEA, or school level supporting the growth and development of teachers and leaders.
