QUESTIONS FROM OFFERORS (FEB 2015)
(a) Any prospective offeror desiring an explanation or interpretation of the solicitation, drawings, specifications, etc., must request it in writing. Questions regarding the original solicitation or any amendment must be received by the Procurement Officer no later than five (5) days prior to opening unless an earlier date is stated on the Cover Page. Label any communication regarding your questions with the name of the procurement officer, and the solicitation's title and number. Oral explanations or instructions will not be binding. [See R. 19-445.2042(B)] Any information given a prospective offeror concerning a solicitation will be furnished promptly to all other prospective offerors as an Amendment to the solicitation, if that information is necessary for submitting offers or if the lack of it would be prejudicial to other prospective offerors. See clause entitled "Duty to Inquire." We will not identify you in our answer to your question. (b) The State seeks to permit maximum practicable competition. · What is the previously awarded bid? All previous solicitations can be found following the link below.

· How many times per year for shrub/tree pruning? Please refer to the SOW.
· Grass area square footage? This is only an estimated square footage based off Google Maps: +/- 255,000sft. This is not an exact measurement.
III. SCOPE OF WORK/SPECIFICATIONS
SCEMD/Pine Ridge Armory - General Scope of Work Landscaping and Ground Maintenance
1. Vendor shall furnish all labor, tools, specialized equipment, material, supplies, supervision, and transportation to perform landscape and ground maintenance services as specifically outlined in this section.
2. We anticipate a minimum of 30 mowing’s. Weekly mowing’s will occur during the months of April, May, June, July, August, September and October and two (2) in the month of November with the final cut on or before November 15th. Two (2) mowing passes minimum will be required around the properties fence line, entrances, parking lot, buildings, or any other structure or surface. Mowing as needed during the dormant season.
3. We anticipate bush hogging/mowing of the front and side fields once a month for months April, May, June, July, August, September, and October. Schedule with Facility Manager before bush hogging/mowing.
4. The lawn care contractor is required to produce in writing the dates of any work completed or administered at the project site. This can be an email statement or the invoice itself if it breaks out the details on the invoice.
5. It is the responsibility of the lawn care contractor to remove all litter and debris before and after each mowing. Bagging is not required however care should be used to avoid blowing clippings into any of the outside bench areas, porches, walkways, flower beds, sidewalks, driveways, and parking lots.
6. All grass clippings shall be removed from all outside bench areas, porches, beds, walkways, sidewalks, driveways, and parking lots after each mowing.
7. All areas around trees, shrubs, buildings, posts, fences, flower beds, sidewalks and curbs will be edged with lawn trimmers after each mow to include island beds in parking lot.
8. Contractor will be responsible for replacement of trees, shrubs or bushes damaged by inappropriate mowing or edging.
9. Contractor will promptly repair, at their cost, any damages to turf, vegetation, irrigation, vehicle, and/or structure.
10. Proposal to include the cost for a Spring and Fall cleanup of all developments.
· Spring cleanup to include:
A) Must be completed by April 1st or Monday thereafter.
B) Removal of any leaves left over from Fall.
C) Trim back any winter growth on plants, shrubs and bushes, and remove debris from site.
D) Trim back Perennials to include Crepe Myrtles to allow for new growth in the spring time and remove debris from site.
E) Pruning should be conducted in a manner appropriate with the natural character and growth of each plant.
F) Trees around parking lots to be clear of any low hanging branches or limbs to maintain at least a 7’ height.
G) Supply and Spread 3” of pine straw.
H) Clean up beds, walkways, sidewalks and foundations of weeds, overgrown vegetation, leaves, branches, clutter to include islands.
I) Re-seed damaged areas of yard.
J) Re-edging of areas.
K) Apply crabgrass, dandelion and other major weed inhibitors throughout the lawn (excluding areas to be bush hogged).
· Fall clean up by Nov 30 to include:
A) Supply and Spread 3” of pine straw.
B) Clear out fallen leaves, litter & debris from lawns, beds, curbs and sidewalks and remove debris from site.
C) Trim shrubs and bushes and remove debris from site.
D) Trim any dead branches off trees that are within reach no special equipment required and remove debris from site.
E) Add fall lawn fertilizer and pre-emergent.
11. Contractor will advise Facilities Manager at site of the need for reseeding or re-sodding of any areas.
12. All turf areas to include islands between parking lots inaccessible to mowing equipment will be trimmed prior to mowing as needed to maintain a neat, well-groomed appearance per each visit.
13. Vendor shall supply all herbicides, fertilizers, chemicals and the like for servicing the facility.
14. Vendor shall supply all necessary data sheets and meet requirements to comply with the State OSHA Regulations.
15. Contractor shall not dump any debris into SCEMD containers, wooded area, or retention pond area.
16. The entrance drive (to include the entrance island), parking areas, sidewalks, curbs and other hard surfaces shall be kept free of weeds, leaves, litter and debris. The use of power blowers is acceptable, however, accumulations of debris must be removed from the site and not blown onto adjacent property, street surfaces, sewer drains, fence lines or planting areas per each visit.
17. Undesired vegetation in sidewalks, curbs, cracks and other hard surfaces as well as all beds around the buildings, islands, and parking lots need to be maintained and free of weeds. Contractor can use Roundup on them or cut them with a weed whip per each visit.
18. Mow all grass in all common areas of the property completely to maintain a uniform height no less than 2 inches and not to exceed 3 inches.
19. Use trimmers in locations where mowers cannot reach vegetation.
20. Ruts, holes and other disfigurement of mowed areas caused by mowing equipment shall be the responsibility of the Contractor to repair to original condition.
21. Landscape Maintenance work shall be performed during the regular hours of 7 AM through 5:00 PM unless otherwise specified/approved by the Agency.
22. Billing schedule will be on a monthly basis.
23. Apply fertilizer as needed to keep a healthy lawn to include trees and shrubs.
24. Pest Control – spot treat as needed in lawn and bed areas for ant hills, etc. to keep grounds clear and healthy.
