INSTRUCTIONS FOR OFFERORS SUBMITTING BIDS ONLINE

All Offerors desiring to respond to this solicitation should register and submit your response online. To respond online, Offeror must follow the new South Carolina Enterprise Information System (SCEIS) vendor registration instructions found at the South Carolina Division of Procurement Services website address of: https://www.procurement.sc.gov/doing-biz/registration. If Offeror is registered in the old procurement system, Offerors must register or update their information in the new SCEIS system. Once the registration process is complete, the system will generate a SCEIS vendor user ID and password. The Offeror must keep this information current or the Offeror will not be able to submit future bids.

Offerors will need to follow these instructions carefully when responding to the solicitation online.

Question 1:

Is there a prospective bidders list available?

State’s Response:

There is no such list.

Question 2:

Can you please confirm that we only need to enter the rate for the cost of a single sample and list the methods in the last box?

State’s Response:

The sampling for UCMR5 will be designated entry point to the distribution system sample points. Each individual sample point must have a sample/analysis for 1 metal and 29-perfluorinated compounds. This is considered to be 1 unit. Please refer to Appendix A on page 40 of the solicitation document.

Question 3:

In section 3.5.1, regarding sample kits with ice packs. Our experience is that the use of wet ice provides higher likelihood of samples arriving within the temperature requirements to the laboratory when shipped overnight than with ice packs. Instead of ice packs, will SC DHEC accept empty ziplip bags that the PWS’s would be required to fill with wet ice for overnight shipments of UCMR 5 samples to the laboratory?

State’s Response:

Yes, this is acceptable. DHEC would not expect anyone to send us a cooler with wet ice. The awarded offeror can state in their sampling/shipping instructions that the baggie is to be used for wet ice.
