Questions from Offerors - amendment (Jun 2017) The solicitation is amended as provided herein. Information or changes resulting from questions will be shown in a question-and-answer format. All questions received have been reprinted below. The “state’s response” should be read without reference to the questions. The questions are included solely to provide a cross-reference to the potential Offeror that submitted the question. Questions do not form a part of the contract; the “state’s response” does. Any restatement of part or all of an existing provision of the solicitation in an answer does not modify the original provision except as follows: underlined text is added to the original provision. Stricken text is deleted. [02-2a097-1] Questions regarding amendment 3 will be accepted until January 5, 2022. Only questions pertaining to Amendment 3 will be answered.

Questions and Answers:

How many employees are to be included in the study?

This information is found on page 18 of the solicitation document: The Plan covers approximately 36,000 employees employed by 71 state agencies. The Plan addresses full time equivalent (FTE) positions in state government. In addition to FTE positions, the State utilizes temporary, temporary grant, and time-limited positions. Although those non-FTE positions are outside the Plan, their role in providing vital services in the State should be considered as context for relevant portions of the study.

Are any employees represented by unions? If so, which organizations and how many separate CBAs? There are no employees represented by unions.
Has the State established a budget for this project? If so, will that amount be shared with bidders? The budget will not be disclosed at this time.
Is there any flexibility in the 3/25/22 start date? Not at this time.

Is there any flexibility in the project timeline delivery dates? Not at this time.

The cover page of the RFP indicates the technical and cost proposals are to be submitted online at http://www.procurement.sc.gov. Page 3 of the RFP indicates an additional submission of overnighting 2 separate USB drives. Will the City accept proposals via online submission only?

No. Please follow the instructions on page labeled page 3. Also, the requirement does not call for “overnight” and it asks for 1 USB drive with 3 files (not 2 separate USB drives). Finally, the RFP is for the State of SC not “the City”.

All other terms, condition, bidding instruction, and specifications remain unchanged. If there are any question or if any confusion or uncertainty arises as a result of this amendment, it is the sole responsibility of the Offeror to contact the procurement officer for clarification.
