About this file

This is Amendment 3 to an Invitation for Bid issued by the South Carolina Department of Health and Environmental Control (DHEC) for Tier II Environmental Assessment Investigations at Underground Storage Tank Facilities. The solicitation encompasses a comprehensive range of environmental assessment services including site-specific work plan preparation, receptor surveys, comprehensive surveys, ground penetrating radar surveys, soil borings, well installation, sample collection, laboratory analyses, aquifer characterization, free product recovery testing, and well repair services. The bidding schedule contains 35 line items with quantities ranging from 1 to 450 units, covering activities such as 250 single-cased 2-inch diameter monitoring wells (0-50 feet), 450 standard soil boring/field screening operations, 35 BTEXN laboratory analyses, and 200 gallons of drilling fluids disposal. The original solicitation number is 5400020560. Questions from prospective offerors were due by November 25, 2020 at 2:30 p.m. ET. Amendment 3 clarified that Item Y Well Repair unit rates for well re-development and down-hole camera shall be bid on a per-foot basis and included a corrected bidding schedule. The initial offer submission deadline was December 17, 2020 at 2:30 p.m., which was extended to January 5, 2021 at 2:30 p.m. Award was projected for January 4, 2021, subsequently adjusted to January 12, 2021. No pre-bid conference or site visit was specified as applicable.

Bidders must submit one sealed copy of their offer to DHEC's Division of Procurement Services at Columbia Mills Building, 301 Gervais Street, Columbia, South Carolina 29201. Unit prices for each component must be entered on the Assessment Component Competitive Pricing Proposal form, with line item amounts calculated by multiplying unit price by quantity. A percentage markup for report preparation and project management (component S) is applied to the subtotal of components A through Y to determine the total bid amount. Award will be based on comparison of the total bid amount. The solicitation indicates that submitted unit prices may be lower than or exceed the current SUPERB Allowable rate. Offerors must acknowledge receipt of Amendment 3 on the cover page and submit a signed solicitation form with their offer, agreeing to hold the offer open for a minimum of thirty calendar days after the opening date. All amendments and award information will be posted at http://www.procurement.sc.gov.

AMENDMENTS TO SOLICITION (JAN 2006)

(a) The Solicitation may be amended at any time prior to opening. All actual and prospective Offerors should monitor the following web site for the issuance of Amendments: www.procurement.sc.gov (b) Offerors shall acknowledge receipt of any amendment to this solicitation (1) by signing and returning the amendment, (2) by identifying the amendment number and date in the space provided for this purpose on Page Two, (3) by letter, or (4) by submitting a bid that indicates in some way that the bidder received the amendment. (c) If this solicitation is amended, then all terms and conditions which are not modified remain unchanged.

QUESTIONS FROM OFFERORS - AMENDMENT (JUN 2017)

THE SOLICITATION IS AMENDED AS PROVIDED HEREIN. INFORMATION OR CHANGES RESULTING FROM QUESTIONS WILL BE SHOWN IN A QUESTION-AND-ANSWER FORMAT. ALL QUESTIONS RECEIVED HAVE BEEN REPRINTED BELOW. THE “STATE’S RESPONSE” SHOULD BE READ WITHOUT REFERENCE TO THE

QUESTIONS. THE QUESTIONS ARE INCLUDED SOLELY TO PROVIDE A CROSS-REFERENCE TO THE

POTENTIAL OFFEROR THAT SUBMITTED THE QUESTION. QUESTIONS DO NOT FORM A PART OF THE CONTRACT; THE “STATE’S RESPONSE” DOES. ANY RESTATEMENT OF PART OR ALL OF AN EXISTING PROVISION OF THE SOLICITATION IN AN ANSWER DOES NOT MODIFY THE ORIGINAL PROVISION EXCEPT AS FOLLOWS: UNDERLINED TEXT IS ADDED TO THE ORIGINAL PROVISON. STRICKEN TEXT IS

DELETED. [02-2A097-1]

The following prospective offeror question and state’s response is hereby incorporated into the solicitation.

Question: Item Y Well Repair requests unit rates for Well Re-Development and Down-Hole Camera. What are the unit rates for those items? Are they per foot, per well per day or what?

State’s Response: Item Y Well Repair unit rates for well re-development and down-hole camera shall be bid on a per foot basis. Please see the below bidding schedule with corrections made to both the unit of measure and quantity requested.

***Please use the bidding schedule contained in this amendment when submitting your bid. Any bids submitted with the previous bidding schedule may be deemed non-responsive*** http://www.procurement.sc.gov/

VIII. BIDDING SCHEDULE/PRICE-BUSINESS PROPOSAL

BIDDING SCHEDULE (NOV 2007)

The following scope of work is provided for the purpose of determining the award only. The attached “Assessment Component Competitive Pricing Proposal” form shall be entered in the appropriate column on the form completed for the state of South Carolina. Failure to provide information on the form (i.e., omission of a unit price for any component) may result in rejection of the bid or if a price is omitted or $0.00 is the component bid price the contractor will be required to complete the component(s) at no cost. Unit prices for each component/item are to be entered in the appropriate column on the form. The submitted unit prices may be lower or exceed the current SUPERB Allowable rate for any single item or all items. The unit price is then to be multiplied by the quantity (the number indicated for each component/item on the form) in order to determine the line item amount. Line items for components A to Y are then to be added to obtain a subtotal amount. The subtotal amount should then be multiplied by the proposed percentage associated with report preparation and project management to provide a line item amount for component S. The line item amount for component S should then be added to the subtotal from components A to Y to obtain the total bid amount. The award will be based on the comparison of this total amount. DHEC will not be responsible for any math errors by the bidding contractor.
