About this file

This is Amendment #3 to a Request for Quote issued by the South Carolina Department of Administration Purchasing Office on behalf of John de la Howe, a state entity located at 192 Getty's Road, McCormick, SC 29835. The project involves the relocation of a data room currently housed in De La Howe Hall to a new facility called The Supply Room. The scope of work requires relocating all fiber optic cables and network equipment from De La Howe Hall to the new building, including installation of new conduit around De La Howe Hall to redirect incoming fiber lines from multiple sources (144-count single-mode fiber, 48-count single-mode fiber, and 12-count single-mode fiber) to the new IT room location. The original submission deadline was June 24, 2022, but Amendment #3 extended it to June 27, 2022 at 2:00 PM. A mandatory site visit was scheduled for June 20, 2022 at 10:00 AM at the John de la Howe facility. The deadline for submitting questions was June 21, 2022 at 2:00 PM. Award notification was scheduled for June 28, 2022, with results posted on the South Carolina procurement website.

The amendment addresses clarifications provided during the bidders' conference regarding the scope of work. Key clarifications include confirmation that all fiber must be removed from De La Howe Hall, that splicing will occur outside the building with new conduit and fiber installed to route connections to the new Supply Room building, and that fiber drops returning to De La Howe Hall will be addressed in a subsequent project. Offerors must submit offers online at www.procurement.sc.gov on a single cover page acknowledging receipt of all amendments. Offerors must hold their offers open for a minimum of thirty calendar days after the opening date. Offerors may claim South Carolina resident vendor, resident contractor, or resident subcontractor preferences if they meet statutory requirements and have an in-state office.

Questions & Answers:

Question #1: From the site visit - behind De La Howe Hall there was a HH where one of those fiber enters the building. My understanding of the scope is that the fibers and Network equipment in De La hall has to be relocation to building (18) on the campus map (which is labelled the McKissick Memorial Chapel). In order to relocate the exist fiber we will need to install some conduit from that HH to building (18) where the New Network closet will be. Or is the new building not on the Campus map?

Answer: The building that the IT Room is going to isn't on the campus map.

Question #2: I’m also unclear about the last answer : “No, the splicing will be done outside od De La Hall then brought around the building”. It sounds like your expectation of this relocate is to reroute all incoming fibers to De La Hall out of the building then extend a new pathway for that fiber to the new building.

The 144ct SM and (1) 48ct SM looks like it comes from the street on one side of the building and there’s another (1) 12ct SM that comes from the School Building through the HH behind De La Hall. In that case, the 144ct and 12ct SM fiber will need to be splice in a New HH on that side of the building. Then a NEW conduit and fiber will need to be installed from that HH around De La Hall to the New Building or building 18 on the Campus Map.

Answer: We want all the fiber out of De La Howe Hall. All fiber wires are to be in dug around the building to be directed to the new IT Room.

Question #3: What is the name of the New building that this fiber will be relocated at?

Answer: The building is called The Supply Room.

Question #4: On another note , once this fiber is removed from this building there will not be any fiber connection for the Network drops.

Answer: The fiber drops back to De La Howe Hall will be done at a later date.
