About this file

This is a solicitation amendment issued by the State of Maine Department of Corrections for RFP #202511156 regarding fire alarm and fire suppression system testing and inspection services. Amendment 2 corrects three significant omissions from the original RFP: the addition of Long Creek Youth Development Center (675 Westbrook Street, South Portland, ME) as a seventh service location, the inclusion of device counts for Downeast Correctional Facility that were previously missing from Attachment A, and the addition of device counts for Package 2 services covering fire extinguishers and hood suppression systems. The contract encompasses preventive maintenance and repair services across seven Maine correctional facilities, including Maine Correctional Center, Women's Reentry Center, Maine State Prison, Bolduc Correctional Facility, Mountain View Correctional Facility, Downeast Correctional Facility, and Long Creek Youth Development Center. Attachment A provides detailed device counts and inspection frequencies for each facility, including fire alarm panels, pull stations, smoke detectors, duct detectors, audio-visual devices, heat detectors, sprinkler systems, backflow preventers, fire hydrants, fire extinguishers, and hood agent systems. The contract is scheduled to commence March 1, 2026, with a base term through June 30, 2028, and two optional renewal periods potentially extending through June 30, 2031. Questions regarding the solicitation are due by December 30, 2025 at 4:00 p.m., and proposals must be submitted by January 20, 2026 at 4:00 p.m. through the Vendor Self Service system.

The amended RFP indicates that the Department reserves the right to make multiple awards and may award service packages separately, allowing for the possibility of different vendors serving different facilities or service categories. Vendors are required to possess active professional licenses in relevant areas such as backflow certification, fire sprinkler system contracting, inspection technician certification, and mobile elevated work platform (MEWP) certification, and all personnel must undergo background checks and comply with Maine Department of Corrections security regulations. Inspections must be conducted during normal business hours, Monday through Friday, 6:00 a.m. to 4:30 p.m., with coordination required through facility maintenance superintendents and local fire stations. Inspection reports identifying any deficiencies must be submitted within seven days of completion, and all services must adhere to applicable NFPA standards and state fire codes. The RFP does not specify set-aside designations or restrictions for disadvantaged enterprises, and vendors currently not providing maintenance or servicing the Department's existing systems are eligible to bid. The amendment does not disclose a specific budget range; however, the comprehensive scope across seven facilities with numerous devices and systems suggests substantial contract value.
