About this file
This is Amendment 2 to an Invitation for Bid (IFB) issued by the State of South Carolina's Procurement Services Division on behalf of John de la Howe School for grounds maintenance services. The solicitation requests comprehensive grounds maintenance including mowing, weed control, and turf management across the school property located at 146 Tomb Road, McCormick, South Carolina. A pre-bid conference is scheduled for December 19, 2022, at 11:00 AM ET at the school site. Offerors must submit questions by December 20, 2022, at 2:00 PM ET and submit offers online by January 17, 2023, at 11:00 AM ET. The contract award is anticipated for January 24, 2023. The contract term is five years (60 months), with an approximate 38 cuts per year, requiring mowing once weekly from March through October at 1–2 inches height and once every two weeks from November through February at approximately 1 inch height.
The amendment clarifies key specifications including elimination of the mower bagger requirement, removal of mandatory check-in and walk-through procedures with the facility manager, and allowance for weekend mowing only when weather conditions necessitate it. Pricing must be all-inclusive for all contract aspects, with mulch priced separately and billed for April and October maintenance. Bidders must provide a preliminary assessment cost to bring grounds to specification standards at contract commencement. All pricing is submitted on a monthly basis with extended pricing calculated over the five-year contract period. Offerors are required to acknowledge receipt of this amendment and maintain their offers open for a minimum of 60 calendar days following the opening date.
