About this file
This is Amendment 2 to a Request for Proposal (RFP) issued by the South Carolina Department of Health and Environmental Control (SC DHEC) for the development of a web-based sickle cell disease registry. The solicitation number is 5400024444, with an offer submission deadline of January 3, 2023, at 2:30 PM ET. No pre-bid conference or site visit is required for this solicitation. Award notification is scheduled for February 3, 2023. Offerors must acknowledge receipt of this amendment by indicating the amendment number and date on Page Two of their response. The amendment includes vendor questions and answers addressing the registry's data sources, end users, dashboard access, value proposition, demographic and clinical data requirements, and intended goals. DHEC will be responsible for entering patient data provided by medical providers, with the registry designed to help healthcare practitioners confirm sickle cell disease diagnoses and provide incidence and prevalence data to improve resource allocation and care standards. The State currently has no existing registry but references existing regional projects including GRNDaD and the Sickle Cell Disease Implementation Consortium.
No pricing information, set-asides, incumbent contractor details, or specific funding amounts are disclosed in this amendment document. Offerors must submit responses online through the South Carolina procurement system, with additional hard-copy submissions required including one original marked copy, separate sealed price proposal, identical copies on USB drives, and a redacted copy if applicable. All submissions must be delivered to SC DHEC's Division of Procurement Services at 301 Gervais Street, Columbia Mills Building, 4th Floor, Columbia, SC 29201. The amendment clarifies that demographic information, clinical data elements, and an all-inclusive data requirements list will be determined in post-award discussions with the selected vendor. Offerors are required to acknowledge receipt of amendments and must not qualify their offers or add additional terms and conditions, or their offers will be deemed non-responsive and eliminated from consideration.

Vendor Questions and Answers
1. QUESTION:
How do patients become listed on the registry? What is (are) the data source(s)?
State’s Response: DHEC and is designated staff at this time will be responsible for entering all data. Individual’s data will be entered in to the registry by SC DHEC. Data will be provided by medical providers.
2. QUESTION:
How does DHEC envision end users and use cases for the registry?
State’s Response: Health care practitioners will be able to utilize the registry to confirm diagnosis (as needed when an individual presents to a physician who is not knowledgeable about their condition). Reports and data will be pulled from the registry about incidence/prevalence and the nature of SCD in the state to improve resources and access to services.
3. QUESTION:
Which users will require access to dashboards and reporting?
State’s Response: A discussion will be needed about what information will be included on the dashboard to determine which users will need access. At this time, only DHEC will require access to reports.
4. QUESTION:
How does DHEC envision the registry delivering value, and to whom?
State’s Response:
The State of South Carolina has limited data on the incidence and/or prevalence of Sickle Cell Disease which ultimately impacts the amount of resources and standards of care available to treat and care for individuals living in SC who have sickle cell. This registry will provide incidence data and allow health care practitioners to confirm if someone has been diagnosed with sickle cell disease (this is for individuals who present to a doctor who is not knowledgeable about their condition) which will improve patient care and access to services.
5. QUESTION:
Will registry users, either inside or outside DHEC, manage this population from a case management perspective?
State’s Response:
Some clients may be receiving care coordination if they are currently enrolled in the DHEC Sickle Cell Program, but this information will not be captured in the registry as it will not apply to ALL individuals who are entered.
6. QUESTION:
Would DHEC consider supporting an approach that incorporates collaborative care planning and alerting in addition to a database registry?
State’s Response: At this time, this is not a component that is needed, but this could be taken into consideration at a later date.
7. QUESTION:
What demographic information does DHEC require with reported events?
State’s Response: A few examples to be captured are demographics (name, date of birth, address, race/ethnicity, diagnosis, co-morbidities, insurance information (possibly), socio-economic factors), patient history, clinical diagnosis, and treatment plan. However, this is not an all-inclusive list. An all-inclusive list will be a post-award discussion.
8. QUESTION:
Are lab results leveraged to confirm diagnosis with reference labs?
State’s Response: No
9. QUESTION:
How many patients are in the registry today?
State’s Response: The State of South Carolina does not currently have a registry.
10. QUESTION:
Are there any regional registries or projects currently in place in SC?
State’s Response: Yes, GRNDaD and the Sickle Cell Disease Implementation Consortium.
11. QUESTION:
What is the intended goal/outcome of the registry? (For example, research, clinical care, tracking incidence/mortality/population trends, etc.)?
State’s Response: Please see response to Question 4 above.
12. QUESTION:
Is/was there patient advocacy group involvement in the development of the registry?
State’s Response: DHEC will leverage input from various advocacy groups across the state, including the Sickle Cell
Disease Advocacy Team.
13. QUESTION:
What clinical data will DHEC require? (For example, diagnosis/disease classification, treatments, hospitalization, mortality, comorbidities, quality of life, patient reported outcomes, etc.)
State’s Response: Some examples of clinical data to be captured by the registry are: clinical diagnosis, co-morbidities, current hematologist and/or specialists, and treatment plan. However, this is not an all-inclusive list. An all-inclusive list will be a post-award discussion.
