Question 1: What are the goals and objectives of this program? Do the goals and objectives differ by subgrantees?
Answer: The goals and objectives can be found at the following link:
CHE_ESSER_RFP_Announcement_Feb2023.pdf (sc.gov). The specific objectives might differ from institution to institution, but they work toward the same goal.
Question 2: Which subgrantees provided services in FY23? Are these subgrantees limited to The Citadel, Clemson University, and Francis Marion University?
Answer: At this point, The Citadel, Clemson, and FMU have been approved to provide services in FY23. Maybe two more institutions and will have more information by the end of this month.
Question 3: Were instructional services provided by subgrantees in-person (i.e., on site), remotely (i.e., virtually), or through a hybrid approach? Understanding this information will support potential vendors in developing a research design that incorporates implementation dosage and attendance.
Answer: Yes. Summer schools face2face.
Question 4: In what grade levels were the students who were served by this program? Is participation limited to high school students and graduating high school students?

Question 5: Does CHE have access to student-level standardized assessment data (e.g., MAP, i-Ready, EOCEP, HSAP, ACT) for students who participated in the subgrantee programs? If so, can these data be provided to the selected vendor?

Question 7: Does CHE have access to student-level credits earned and attendance/participation data for students who participated in the subgrantee programs? If so, can these data be provided to the selected vendor?
Answer: Yes. The grant awardees are mandatorily provided the data to the CHE. The CHE will provide the data to the selected vendor.
Question 8: Please confirm that the due date of the final evaluation annual report is July 25, 2023, as indicated on page 17.
Answer: Yes. Grant grantees will report data and their analysis findings as well. The vendor will work closely with the CHE grant administrator.
Question 9: Is it possible to provide vendors with additional time to develop proposals? Additional time will enable vendors time to develop high-quality responses that incorporate responses to questions from
CHE.
Answer: Yes, it’s possible. A reasonable timeline needs to be provided if there is no other applicant.
Question 10: Is a vendor required to register with the State of South Carolina prior to submitting a proposal, or prior to award?
Answer: VENDOR REGISTRATION MANDATORY (JAN 2006) You must have a state vendor number to be eligible to submit an offer. To obtain a state vendor number, visit www.procurement.sc.gov and select New Vendor Registration. (To determine if your business is already registered, go to "Vendor Search"). Upon registration, you will be assigned a state vendor number. Vendors must keep their vendor information current. If you are already registered, you can update your information by selecting Change Vendor Registration. (Please note that vendor registration does not substitute for any obligation to register with the S.C. Secretary of State or S.C. Department of Revenue. Question 11: Can CHE provide the evaluation criteria that will be utilized to score proposals?

Questions 12: Page 18 references “Evaluation Report Specifications.” Can CHE please confirm if this is correct, or if this section is referencing proposal specifications?
Answer: Yes.
Question 13: On page 19 under IV. Information for Offerors to Submit, the RFP states to “submit a summary of all insurance policies you have or plan to acquire to comply with the insurance requirements stated herein, if any, including policy types; coverage types; limits, sub-limits, and deductibles for each policy and coverage type; the carrier's A.M. Best rating; and whether the policy is written on an occurrence or claims-made basis.” The RFP does not outline any insurance requirements. Can CHE confirm if there are insurance requirements? If so, what are the requirements?
Answer: There aren’t any insurance requirements needed for submission of a bid for this solicitation.
Question 14: Do any of the Procurement Forms provided in the Office of State Procurement website (https://www.procurement.sc.gov/osp/forms) need to be completed and submitted with this proposal?
Answer: No. Page 1 and 2 of the solicitation document needs to be completed and returned along with the bid.
Question 15: Does the proposal need to be submitted in both Word and PDF format, or just PDF?
Answer: Both.
