About this file
This is Amendment 2 to a Fixed Price Bid solicitation issued by the South Carolina Department of Transportation (SCDOT) for on-call emergency wrecker service. The solicitation requests proposals for emergency wrecker services to be utilized by SCDOT during emergency situations. The pre-bid conference was held on October 29, 2025, from 9:00 AM to 10:00 AM at SCDOT Headquarters in Columbia, South Carolina, with a virtual option available via Microsoft Teams. The deadline for submitting questions was October 30, 2025. Amendment 2 modified the bid submission deadline from November 18, 2025, to November 25, 2025, at 2:30 PM, and extended the award date from December 4, 2025, to December 11, 2025. Offerors must submit one electronic copy of their offer online at http://www.procurement.sc.gov. The contract terms require contractors to provide emergency wrecker services, coordinate pickup of stranded individuals during emergencies in coordination with SCDOT representatives, remain on-site until stranded individuals are safely picked up, and perform comprehensive debris removal and cleanup from travel lanes and shoulders following each incident using appropriate equipment such as brooms, shovels, absorbents, and suitable containers.
The solicitation is structured as a fixed-price bid with no specific pricing information, set-asides, or incumbent information detailed in this amendment. South Carolina vendor preferences are applicable and must be claimed by line item. Offerors must acknowledge receipt of amendments and register for a South Carolina vendor number at www.procurement.sc.gov. The solicitation does not include storage requirements. Protests must be submitted in writing to the Chief Procurement Officer at the Materials Management Office at 1333 Main Street, Suite 700, Columbia, SC 29201, or via email to protest-mmo@mmo.state.sc.us. Offers must remain open for a minimum of thirty calendar days after the opening date, and the award and related solicitation documents will be posted at http://www.procurement.sc.gov.
