About this file
This is Amendment 2 to an Invitation for Bid issued by the South Carolina Department of Social Services for the procurement of QAS PRO WEB 7.20 software. The solicitation was originally issued on May 27, 2021, with an offer submission deadline of June 3, 2021, at 11:00 AM. The procurement officer is Stephanie Smith-Morell, contactable at 803-898-7041 or Stephanie.Smith-Morell@dss.sc.gov. Offers must be submitted online through www.procurement.sc.gov, with one copy required. The award was scheduled to be posted on June 14, 2021. The resulting contract is structured as a one-year initial term with four one-year renewal periods, for a maximum contract period of five years, with an estimated start date of July 1, 2021, and an estimated end date of June 30, 2026. No bidder's conference or site visits are mentioned in the amendment. Questions from offerors were required to be received by December 17, 2019, at 5:00 PM.
The estimated budget for this procurement is $25,000 for QAS PRO WEB 7.20 software. According to clarifications provided in the amendment, the software will process approximately 2,500 addresses verified daily and support an average of 1,500 users per day, with user licensing preferred over device licensing. The state requires inclusion of a fail-over server to address primary server outage scenarios. No demonstration or pilot evaluation will be conducted following bid submission. The solicitation does not qualify for in-state vendor preferences under South Carolina Code Section 11-35-1524. Offerors must be registered with the State of South Carolina to do business, and vendors from outside the United States may apply provided they meet this registration requirement.
