About this file

This is Amendment 2 to an Invitation for Bid (IFB) issued by the State of South Carolina Department of Administration for grounds maintenance services at multiple state facilities. The solicitation requests comprehensive grounds maintenance including mowing, fertilization, seasonal color placement, debris removal, and parking lot maintenance at various locations including the Archives and History Center, Geology Building, Columbia Mills, downtown locations, and State Fleet/Surplus sites. The pre-bid conference was scheduled for December 29, 2022, at 10:00 AM via Microsoft Teams, with registration required by December 28, 2022. Questions from offerors were due by January 3, 2023, at 5:00 PM, and offers were due by January 23, 2023, at 11:00 AM through online submission at www.procurement.sc.gov. Award was scheduled for posting on January 30, 2023. Offerors were required to hold their offers open for a minimum of 30 calendar days after the opening date.

The amendment clarifies key service requirements through a question-and-answer format addressing scope ambiguities. Notable clarifications include that contractors are not responsible for fence line cleanup except at the Geology Building location, are not responsible for replacing dead seasonal color if FMPS staff approved the plants and inspected them, must maintain spaces between sidewalks and street curbs at downtown locations, and should anticipate blowing and removing debris from all parking lots at least twice per month. Mowing service at the Archives and History Center large field occurs twice monthly year-round. The state indicated that these services are currently performed in-house by state staff and that no set contract amount was established for the solicitation. Herbicide application in plant beds requires FMPS approval, with hand pulling as the preferred method for weed control.

THE SOLICITATION IS AMENDED AS PROVIDED HEREIN. INFORMATION OR CHANGES RESULTING FROM QUESTIONS WILL BE SHOWN IN A QUESTION-AND-ANSWER FORMAT. ALL QUESTIONS RECEIVED HAVE BEEN REPRINTED BELOW. THE “STATE’S RESPONSE” SHOULD BE READ WITHOUT REFERENCE TO THE QUESTIONS. THE QUESTIONS ARE INCLUDED SOLELY TO PROVIDE A CROSS-REFERENCE TO THE POTENTIAL OFFEROR THAT SUBMITTED THE QUESTION. STRICKEN TEXT IS DELETED. [02-2A097-1]

The following questions were received pursuant to the original date and time specified on the front of the solicitation:

1. Are there maps of the service areas available?

Agency Response: Site maps are not available, but site visits are welcome. One may also refer to google maps satellite for a bird’s eye view.

1. Would we be responsible for fence line cleanup? An example of an over-grown fence line is the Boston Ave. locations.

Agency Response: The Contractor will not be responsible for any fence line cleanup except at the Geology Building location.

1. The areas we are to fertilize twice a year, are they irrigated? Is the irrigation operational?

Agency Response: Each property has different requirements, not all areas are irrigated.

1. The areas we are to place annual seasonal color, are they irrigated? Is the irrigation operational?

Agency Response: Some properties may require hand watering. However, hand watering is not the responsibility of the Contractor. This is handled by our in-house staff.

1. Would we be responsible to replace dead/dying annual seasonal color if the cause of death is lack of water?

Agency Response: The Contractor will not be responsible for replacing dead/dying annual seasonal color, provided FMPS staff has approved the annuals and visually inspected them before and after planting.

1. The downtown locations, are we responsible for maintenance from sidewalks to street curbs? Normally these areas are maintained by the City of Columbia.

Agency Response: The Contractor shall take care of these spaces between the sidewalks to street curbs..

1. In this agreement, are we responsible to remove excessive storm debris?

Agency Response: The Contractor is responsible for removing debris during their regularly scheduled visits. However, they are not responsible to come on-site outside of a regularly scheduled visit just to remove storm debris.

1. Can we spray weeds in plant beds with herbicide as a means of control?

Agency Response: This process of spraying weeds in plant beds with herbicide may be considered by FMPS for specific plant beds, however, hand pulling should always be the first method to tackle weeds in plant beds. No herbicide can be sprayed without FMPS approval.

1. What are your expectations for parking lots. Are we required to remove/blow all parking lots completely free of debris every visit?

Agency Response: Yes, Contractors should anticipate blowing and removing debris from all parking lots at least twice per month. Note, FMPS will provide a map delineating the Columbia Mills Parking Lot from the EdVenture Children’s Museum lot space to the Contractor upon award.
