About this file

This is Amendment 2 to a Request for Proposals issued by the State of South Carolina, Office of Regulatory Staff, for the IRA HOMES and HEAR Rebate Program Implementation. The solicitation, numbered 5400028662, seeks qualified vendors to implement rebate programs under the Inflation Reduction Act. Offerors must submit proposals online by November 18, 2025, at 11:00 AM ET, with questions due by October 9, 2025, at 12:00 PM ET. A non-mandatory virtual pre-proposal conference is scheduled for October 8, 2025, at 10:00 AM ET via Microsoft Teams. Submissions must include two copies: one original and one redacted copy. The State will announce the award on January 14, 2026, and offerors must hold their offers open for a minimum of 90 calendar days after the opening date.

Amendment 2 addresses offeror qualifications and experience requirements. The State clarified in its response to vendor questions that Amendment 1 requires offerors to provide information about their qualifications and experience to implement the rebate programs, with evaluation based on Section VI Award Criteria. While a vendor inquired whether the State would expand experience qualifications to include planning, design, and implementation of IRA and similar large-scale federal or utility rebate programs to broaden competition, the State's response indicates proposals will be evaluated according to the established award criteria without modification to qualification requirements. Offerors must register for a South Carolina vendor number and provide their home office address, notice address, payment address, and order address as part of their submission.

QUESTIONS FROM OFFERORS - AMENDMENT (JUN 2017)

The Solicitation is amended as provided herein. Information or changes resulting from questions will be shown in a question-and-answer format. All questions received have been reprinted below. The “State’s Response” should be read without reference to the questions. The questions are included solely to provide a cross-reference to the potential offeror that submitted the question. Questions do not form a part of the contract; the “State’s Response” does. Any restatement of part or all of an existing provision of the solicitation in an answer does not modify the original provision except as follows: underlined text is added to the original provision. Stricken text is deleted. [02-2A097-1]

1. Amendment 1 indicates that South Carolina omits proponent qualifications for planning and design and specifies only experience with IRA Rebate Program implementation to be responsive. Given that only a handful of states have recently begun implementation due to the unique and unprecedented rollout conditions of the IRA Rebate Programs nationwide, many offerors lack this precise subset of experience. Would South Carolina consider expanding the experience qualifications to be inclusive of “planning, design, and/or implementation of IRA and similar large-scale federal or utility rebate programs”? This will broaden competition and recognize relevant expertise.

State’s Response: The State’s Amendment 1 requires Offerors to provide information about their qualifications and experience to implement the Rebate programs. The State will evaluate proposals based on Section VI. AWARD CRITERIA.
