Amendment 1 – Questions and Answers for State Solid Waste Management Plan RFP

PREFERENCES - A NOTICE TO VENDORS (SEP. 2009): On June 16, 2009, the South Carolina General Assembly rewrote the law governing preferences available to in-state vendors, vendors using in-state subcontractors, and vendors selling in-state or US end products. This law appears in Section 11-35-1524 of the South Carolina Code of Laws. A summary of the new preferences is available at www.procurement.sc.gov/preferences .
Preferences do not apply to Request for Proposals per the South Carolina Consolidated Procurement Code Section
11-35-1524, Part (E)(5).

The Solicitation may be amended at any time prior to opening. Questions from Vendors
1. QUESTION:
The Scope of Work, Item 3.b, indicates that the Contractor will create and implement a survey. Please clarify the intended purpose, target audience(s), and desired outcomes of this survey. Additional information regarding SCDES’s expectations for the survey’s format, delivery method, and scale (e.g., number of respondents or geographic reach) would help ensure that proposed costs and level of effort align with project objectives.
State’s Response: The target audience would be county Solid Waste Directors or Recycling Coordinators. The purpose would be to understand important/hot topic subjects to possibly include in the report. The survey would be sent out electronically via e-mail to around 100 people.
2. QUESTION:
The Scope of Solicitation notes that the Contractor will review information “along with any other relevant research identified by SCDES.” Please clarify the type, volume, and source of additional research SCDES intends to provide or require for inclusion in the Plan. This clarification will help ensure the proposed level of effort accurately reflects the extent of document review and integration anticipated.
State’s Response: This includes all previous Solid Waste Annual Reports, annual reports submitted by solid waste facilities, the report conducted in 2022 on End-of-Life Management of Photovoltaic Modules and Energy Storage Systems.
3. QUESTION:
Section 3.a indicates the Contractor will “participate in virtual or in-person meetings (as determined by SCDES or the Contractor) to discuss research findings with SCDES staff,” while the Responsibilities of SCDES state that SCDES will conduct stakeholder meetings.
Please clarify the Contractor’s expected role and level of participation in these meetings. Specifically, should the Contractor plan to attend, actively contribute, or lead/facilitate these meetings? If facilitation or preparation of presentation materials is anticipated, please indicate the expected frequency, audience type, and meeting format (e.g., workshop or interactive stakeholder session) so that the associated level of effort and cost can be properly estimated.
State’s Response: The contractor will not be required to lead/facilitate the meetings. They will be required to attend (either in-person or virtually) and actively contribute as needed to help them in the revision process. SCDES is prepared to plan and facilitate the meetings
