About this file

This document is Amendment 1 to a Request for Qualifications (RFQ) issued by the State of South Carolina, Division of Technology Operations (DTO), for statewide cable and wiring services. The RFQ solicitation number is 5400021122, issued on April 12, 2021, by Procurement Officer Michael Thomas. The original submission deadline was April 19, 2021, but Amendment 1 extended it to April 30, 2021, at 11:00 AM EST to allow vendors adequate time for response preparation. The RFQ is organized into multiple lots covering various cable and wiring products and services, including 110-hardware components, protective equipment, splice closures, and outside plant (OSP) services such as directional boring. Questions regarding the solicitation were due by April 2, 2021, at noon EST. Sealed offers must be submitted to 4430 Broad River Road, Columbia, SC. Vendors must hold their offers open for a minimum of 30 calendar days after the opening date. This RFQ is designed to gather qualifications and pricing information that will inform a subsequent formal solicitation; no contract performance period has been established at this stage.

Amendment 1 clarifies that electronic submissions are acceptable and permits DocuSign or electronic signatures to address COVID-19 safety concerns. Vendors may no-bid specific lots but must clearly identify any lots not being bid in their cover letters. Pricing must be submitted separately for each lot on distinct pricing sheets, with hourly rates required for certain services. Vendors must price all line items within lots they choose to bid and may include labor costs for fixed-price items. While specified manufacturers are listed, the state permits approved manufacturer substitutions where specified items are obsolete, with vendors directed to use manufacturer-suggested replacements. Subcontracting is permitted for services not offered directly by the vendor. Vendors currently developing certifications may bid available services and add additional certifications during the next solicitation cycle. Administration fees should not be included in proposed pricing. No set-asides, incumbent preferences, or specific funding amounts are disclosed in this amendment.

Amendment 1- Questions and answers are as follows:

Q1. Will the state provide vendors a 2-week extension on the due date of responses to this solicitation in order to allow vendors to provide the most advantageous and competitive pricing?

A1. Yes, the submissions for this RFQ will be due, Friday, April 30, 11AM, EST.

Q2. With the recent government-imposed safety measures and restrictions implemented at national and local levels to prevent the further spread of the COVID-19 Virus and the potential delays that may occur with a physical package delivery due to the implemented safety measures, would the State of South Carolina consider accepting soft copy only submissions to ensure safe and timely delivery of responses and prevent the possibility of spreading COVID-19?

If soft copy is not an option, would the State of South Carolina consider accepting signatures executed in DocuSign or in copy form?

A2. Yes, an electronic copy is acceptable to above addressee.

Q3. If vendors wish to no-bid portions of Lots 1, 2, or 3, how would the State like it to be presented/reported? For example, delete line, leave blank or mark N/A.

A3. Please identify any lots not being bid, in the Offerors cover letter.

Q4. Does the state want vendors to complete Lot 2 pricing in the separate excel file, or in the tab provided within the Lot 1 spreadsheet, or both?

A4. Yes, please provide pricing for each lot in separate pricing sheets.

(Questions and answer amendment, Page 3 cont.)

Q5. What does the state want to see in column F of Lot 3 for equipment?

Q6. How does average total price differ from an actual hourly price, as it’s requested in Lot 3 column H?

Q7. Could the state please specify the acronym for DSIT?

A7. This is an outdated abbreviation reference to the department. The correct department abbreviation is-The Division of Technology Operations (DT0).

Q8. Would vendors be allowed to add additional line items? For example, if a municipal building was looking to replace their premise-based phone system, vendors could add a line item for Avaya IP Office.
