About this file
This is Amendment #1 Questions and Answers documentation for an Invitation for Bid issued by the South Carolina Department of Transportation (SCDOT) for trailer-type ditchers. The solicitation (ID: 5400019748) was issued on June 3, 2020, with a submission deadline of June 18, 2020 at 2:30 PM EST. Questions from offerors were required to be received by May 29, 2020 at 10:00 AM EST. The award was scheduled to be posted on July 2, 2020. Offers must be submitted online at http://www.procurement.sc.gov, and offerors are required to submit one copy of the signed solicitation form. No pre-bid conference or site visit was designated as applicable for this procurement.
The amendment addresses a clarification request regarding Section III, Scope of Work/Specifications, Item 5.1, concerning discharge capabilities. The state's response specifies that the required equipment must be capable of discharging material away from the machine and outward into the right-of-way, or alternatively, be able to reverse the ditching ball to discharge soil onto the shoulder. This flexibility in discharge direction is intended to accommodate various applications, including residential area work and shoulder repair operations. Offerors' offers must remain open for a minimum of thirty calendar days following the opening date, and all amendments and related notices are posted on the state's procurement website.
