About this file
This is Amendment #1 to an Invitation for Bid issued by the South Carolina Department of Transportation for a trailer-mounted pipe cleaner. The solicitation number is 5400020344, issued on November 17, 2020, with a procurement officer contact of Jeffery C. Schwalk. Offers must be submitted online at http://www.procurement.sc.gov by December 14, 2020, at 2:30 PM EST. Questions from offerors were required to be received by November 16, 2020, at 10:00 AM, and no pre-bid conference or site visit was scheduled. Award notification was posted on January 28, 2021. One copy of the signed solicitation form must be submitted with the offer, and offerors agree to hold their offers open for a minimum of thirty calendar days after the opening date.
The amendment addresses four questions submitted by potential offerors and clarifies specifications for the trailer-mounted pipe cleaner. Key clarifications include: a low water cut-off device with engine shut-down capability is required (not simply a warning light and alarm); gasoline engines are acceptable alternatives to diesel engines; a two-year warranty is acceptable for the triplex high-pressure water pump (rather than the five-year standard manufacturer's warranty initially specified); and the lights specified in Section 8.4.1 are flashing warning lights rather than marker lights. All other terms, conditions, bidding instructions, and specifications from the original invitation remain unchanged. Offerors are responsible for contacting the procurement officer for any additional clarification needed.
