About this file

This is Amendment #1 to an Invitation for Bid issued by the South Carolina Department of Transportation (SCDOT) Procurement Office for the purchase of a self-propelled milling machine. The solicitation (ID: 5400022934) requests a new, self-propelled unit capable of milling asphalt or concrete material and discharging millings into a dump truck bed. Following bidder inquiry, SCDOT amended the original specification to require a single drum size of 86 inches rather than two different drum sizes, with the larger milling drum, teeth, and housing to be delivered installed on the unit. All units must be provided with identical equipment, options, and features, and must be of a model in current production or an update of an existing model. The bid submission deadline is April 1, 2022, at 2:30 PM, with questions required to be received by March 15, 2022, at 10:00 AM. No pre-bid conference or site visit is applicable to this solicitation. Award is scheduled to be posted on April 29, 2022. Offerors must submit their offers online at http://www.procurement.sc.gov and are required to hold their offers open for a minimum of ninety calendar days following the opening date.

The solicitation requires one copy of the offer to be submitted and mandates that offerors sign and return the amendment to acknowledge receipt. Bidders must register to obtain a South Carolina Vendor Number prior to submission. The file does not contain pricing information, set-asides, incumbent details, contract term length, or renewal options. All amendments and related notices will be posted on the SCDOT procurement website, and offerors are responsible for monitoring the site and contacting the procurement officer, Jeffery Schwalk, with any questions or uncertainties regarding the solicitation requirements.

TEXT IS ADDED TO THE ORIGINAL PROVISON. STRICKEN TEXT IS DELETED.

QUESTION #1:

Under section III. SCOPE OF WORK/SPECIFICATIONS Line 1, 6.1, and 6.2 request two different drum sizes.

Our questions is:

Why would they need two widths when the difference between the two are minimal? The additional components would only add cost and those not in use while the other is implemented would require a managed facility for storage. The wider rotor is the most common in the field "more coverage with less passes required". Usually when two widths are needed it is the wide drum and a much narrower drum. In our experience, if you have two so close together, it isn’t worth the time and effort to change them out. Can the narrower drum be listed as an optional item?

SCDOT RESPONSE:

After consideration, the SCDOT will accept a single drum size. The larger of the two indicated sizes (86 inches) is preferred.

As such, 6.1 is deleted from the specifications, and the description is amended as follows:

1. DESCRIPTION: The pavement milling machine shall be a self-propelled unit, capable of milling asphalt or concrete material, and discharging millings into a dump truck bed. Units shall be provided with drums, teeth, and housings to mill both approximately 79 inch and 86 inch wide sections. Units shall be delivered with the larger milling drum, teeth, and housing installed. The unit shall be new, and of a model in current production or an update of an existing model.

Each unit shall be furnished with identical equipment, options, and features. Units supplied to this specification shall meet or exceed these requirements.

All other terms, conditions, bidding instructions, and specifications remain unchanged. If there are any questions or if any confusion or uncertainty arises as a result of this amendment, it is the sole responsibility of the offeror to contact the procurement officer for clarification. Contact information can be found in the top right-hand corner of the cover page of this amendment. Reference the “duty to inquire” clause in the original invitation for bid.
