About this file

This is Amendment 1 to an Invitation for Bid (IFB) issued by the South Carolina Department of Health and Environmental Control (DHEC) for Per- and Polyfluoroalkyl Substances (PFAS) Surface Water Sampling services. The solicitation, numbered 5400023223, was issued on April 21, 2022, with a bid submission deadline of April 28, 2022, at 2:30 PM ET. The amendment addresses vendor questions regarding acceptable analytical methods, fish and shellfish sample sizes and handling procedures, sample compositing requirements, shipping methods, and reporting timelines. Specifically, the State confirmed that the Total Organic Carbon method SM5310 C is acceptable, that oysters and blue crabs will be submitted whole and unshucked to prevent contamination, that fish composites will likely represent same-species individuals of limited size (panfish or smaller), and that biota results may be reported within thirty days of analysis. The anticipated award date was May 4, 2022, with all awards, solicitation documents, amendments, and related notices posted at http://www.procurement.sc.gov.

Offerors were required to submit bids online through the South Carolina Enterprise Information System (SCEIS) vendor portal using Internet Explorer 8, 9, or 10, with hard copy submissions as an alternative to the Opening/Physical Address at SC DHEC's Division of Procurement Services in Columbia. All offerors were required to acknowledge receipt of Amendment 1 on Page Two of their bid submission and could not qualify their offers with objections, alternative terms, or conditions without rendering the bid non-responsive. No pre-bid conference or site visit was required for this solicitation. Procurement Officer Travis Shealy served as the primary contact for questions, with the submission deadline having passed prior to the amendment's issuance.

Vendor Questions

1. Question:

In Table 3.3.1, is the Total Organic Carbon method SM5310 C an acceptable method substitution?

State’s Response:

Yes.

2. Question:

Can you provide an estimate of the size of fish for the whole fish composite samples in Section 3.4.2?

State’s Response:

The anticipated mass of the whole fish composite samples is not yet clear. We do not anticipate, however, compositing larger freshwater fish species such as striped bass or catfish. Composites will likely represent a limited number of same species individuals (e.g. panfish size or smaller).

3. Question:

Can you provide an estimate of the size of fish for the fish fillet composite samples in Section 3.4.3?

State’s Response:

The answer to this question is similar to number 2. We’re not yet sure of the size of the fillet composites, but they will likely represent a limited number of individuals of the same species.

4. Question:

Will the DHEC staff have already shucked the oysters prior to sending the samples to the laboratory in Section 3.4.4?

State’s Response:

No, oysters will not be shucked to reduce the risk of potential contamination. Oysters will be a whole tissue composite representing approximately one dozen individuals of the number of oysters submitted unless noted otherwise. We may submit different numbers or different sized individuals if we decided on a follow-up sample for that site. We will ensure there is enough tissue mass for homogenization and analysis.

5. Question:

Will the DHEC staff have already removed the blue crab tissue prior to sending the samples to the laboratory in Section

3.4.5?

State’s Response:

No, blue crab tissue will not be removed prior to sample delivery. Once again, this is to reduce the risk of potential contamination. It’s our expectation that each blue crab sample will be a composite of three individuals. However, field collection may vary/reduce the number of individuals submitted for that site/sample. We will specify whether we would like the composite sample to be of only edible tissue or whole tissue (all soft tissue/offal). For the first sample at each site, we’re leaning towards whole tissue composites. We may refine that to edible tissue if we submit a follow-up sample.

6. Question:

Will the fish, oyster, ad blue crab samples be shipped on dry ice in Section 3.4?

State’s Response:

Shipping method will be determined with contract lab after award.

7. Question:

For compositing the biota samples, will equal mass composites be required, or will it be acceptable to grind everything together in Section 3.4?

State’s Response:

Equal mass in the composites is not explicitly required as we are testing PFAS in a variety of animals. Results will be reported in concentration per unit mass analyzed. The exact mass of homogenized sample/aliquot for analysis is dependent on the analysis method used.

8. Question:

In Section 3.11.1, is it acceptable to report the biota results within thirty (30) days of analysis?

State’s Response:

Yes
