PFAS Drinking Water Sampling - Amendment 1 Summary

This is Amendment 1 to an Invitation for Bid (IFB) issued by the South Carolina Department of Health and Environmental Control (DHEC) for Per- and Polyfluoroalkyl Substances (PFAS) drinking water sampling and laboratory analysis services. The solicitation requests a qualified laboratory to collect, analyze, and report on PFAS samples from multiple locations across South Carolina. The original bid opening date of May 3, 2022, at 2:30 PM ET was extended to May 17, 2022, at 2:30 PM ET. The award posting date was correspondingly moved from May 6, 2022, to May 20, 2022. Bids must be submitted online through the South Carolina Procurement Information Center at www.procurement.sc.gov, and offerors must acknowledge receipt of Amendment 1 in their submissions. The contract includes monthly invoicing beginning June 2022, with sample analysis, reporting, and delivery requirements outlined in the original solicitation.

Amendment 1 provides critical clarifications regarding laboratory qualifications, sample collection procedures, field blank analysis, and reporting requirements. The state confirmed that vendors may charge for field blank analysis and PFAS-free deionized water if conditions specified in Section 3.5.2 are met. Monthly updates should consolidate invoice data, completed analyses, bottle deliveries, inventory counts, and any laboratory or field sampling issues into a single comprehensive report. Sample volumes and delivery schedules are variable based on regional field office collection activities, with the Central Office/Bull Street location designated as the centralized pickup and supply delivery point. Samples will be submitted in 250-mL polypropylene bottles with polypropylene screw caps, and 4-mL narrow-mouth containers per EPA recommendations. The vendor must possess or obtain PFAS certification, and bidders may submit applications for certification pending approval by the bid deadline.

Changes to Solicitation

EPA recommends the following configurations:

3.8.2 Polypropylene bottles: 4-mL narrow-mouth

Vendor Questions

1. Question:

We have submitted out request to add South Carolina to our PFAS certification and expect to receive it by May 1. Can we submit a bid with a copy of our application and remain a valid offerer if we have not received the certification by the due date of the bid?

State’s Response:

See QUALIFICATIONS – SPECIAL STANDARDS OF RESPONSIBILITY (MAR 2015) on page 21 of this solicitation.

2. Question:

Section 3.11.2 of the RFP states “The laboratory must submit updates monthly. These updates should include documentation of bottle deliveries, and any complications should they arise.” Is there a particular format the state would like to see on their monthly update?

State’s Response:

There is not a particular format for the updates. One monthly report that includes the invoice, data completed in the previous month, sample bottles/kits delivered, number of kits remaining, number of samples analyzed, number of samples remaining, and laboratory/analytical/field sampling issues.

3. Question:

Section 3.13.2 of the RFP states “Given the volume of samples and anticipated staggered sample delivery schedule, the contract laboratory will provide on invoice per project month beginning with June 2022.” And Section 3.13.3 of the RFP states “The actual data results must accompany all invoices (hard copy and email) for those samples included in the invoice.” The state is requiring monthly invoices and the reports to accompany the monthly invoice. Does the state want us to send the reports twice (once within the 21-day TAT and again with the monthly invoice), or can we report results only monthly with the invoice, as required in 3.13.3?

State’s Response:

One invoice and data set per month will be satisfactory. There is no need to send the data report as soon as the analysis is complete.

4. Question:

Is the vendor allowed to charge for field blanks?

State’s Response:

See section 3.5.2. The vendor is allowed to charge for field blank analysis if the analysis meets the conditions of 3.5.2.

5. Question:

Is PFAS free water needed for the field blanks, and can we charge for it?

State’s Response:

Yes, PFAS free DI water is needed for blanks. The vendor is allowed to charge for this.

6. Question:

What is the approximate number of samples per shipment?

State’s Response:

This will be variable depending on the collection schedule determined by the regional field offices.

7. Question:

Will the samples be at a centralized location for pick-ups?

State’s Response:

They can be. If the vendor does pick-ups themselves, then we’ll use the Central Office/Bull Street office as the central location (i.e., regions will courier samples to us as they’re collected, and we’d coordinate with the contracted lab).

8. Question:

Will supplies be delivered to a centralized location?

State’s Response:

See Section 3.7.1. The samples will be shipped to multiple locations.

9. Question:

In Section 3.5.2, how many Field Reagent Blanks (FRBs) will be required for analysis, and at what frequency will these be sent to the laboratory?

State’s Response:

A FRB will be sent with each sample. However, per Section 3.5.2, the FRB will only be analyzed if the initial sample contains a method analyte or analytes at or above the MRL.

10. Question:

In Section 3.8.2, please confirm the volume requirements and how will the 4-mL container be used?

States Response:

See Changes to Solicitation in this Amendment.
