Questions and Answers:

1. Regarding RFP Section VIII. BIDDING SCHEDULE / PRICE-BUSINESS PROPOSAL, could the SCDE please confirm that offerors should input the current South Carolina administrative fee of $30 per test battery in Line Number 3, “Fee to be distributed to SCDE?”

The State’s Response: This can be defined in written form in the pricing proposal. If the administrative fee is not sent to the SCDE, it should not be entered into Line 3. Please explain the process technical proposal, and explain the pricing portion in the price proposal.

2. Regarding RFP Section VIII. BIDDING SCHEDULE / PRICE-BUSINESS PROPOSAL, could the SCDE please clarify how offerors should submit different pricing for different test delivery modes (e.g., tests delivered in test centers, test delivered through online proctored testing)?

The State’s Response: Additional lines have been added to the Bidding Schedule to consider computer based testing and online proctored testing. The Offeror should provide pricing in the price proposal. Any additional pricing should be included in written format in the price proposal. Please explain any additional pricing methodology for all types of test deliveries in the Price Proposal.

3. Regarding RFP Section III. SCOPE OF WORK/SPECIFICATIONS, the RFP states that “all deliveries shall be made and all services provided to the following address: SC Department of Education, 1429 Senate Street, Columbia, SC 29201.” We do not believe this delivery requirement applies to the scope of work requested in this RFP. Could the SCDE please clarify if and how this delivery requirement applies to the scope of work?

The State’s Response: The SCDE Office of Adult Education is located at 1429 Senate Street. If there are meetings that cannot be held virtually, they may be held in Columbia. We understand that testing is held at locations across the state.
