About this file

This amendment to a fixed price bid solicitation is issued by the South Carolina Department of Health & Human Services for Independent Verification and Validation (IV&V) Services under solicitation number 5400024113. The solicitation seeks an IV&V team composed of four labor categories: IV&V Manager, Senior Business Analyst, Business Analyst, and Technical Analyst. Prospective offerors were required to submit written questions by September 28, 2022, at 5:00 PM EST, with a pre-proposal conference scheduled for September 28, 2022, at 11:00 AM EST via Microsoft Teams. The bid opening date and deadline for offer submission was October 14, 2022, at 11:00 AM EST, with award posting anticipated on November 1, 2022. SCDHHS expects to issue Statements of Work soon after the contract effective date and anticipates significant IV&V involvement in the implementation of several major projects during the contract term. Offerors were required to submit one online submission and one redacted copy online and to hold their offers open for a minimum of ninety calendar days after the opening date.

The maximum computed allowable hourly rates for all contract years are: IV&V Manager at $208.00, Senior Business Analyst at $189.00, Business Analyst at $171.00, and Technical Analyst at $171.00. Bidders may propose rates up to the maximum allowable rate for each year of the contract, with rates remaining consistent throughout the entire contract period. Resumes and qualifications for each labor category are not required with the initial bid submission but may be requested in specific Statements of Work when issued. The amendment clarifies that following the initial awards, SCDHHS will reopen the solicitation to permit additional bidders to submit bids; any responsible and responsive bids received after award will result in the new bidder being added to the original awarded vendor list.

PREFERENCES - A NOTICE TO VENDORS (SEP. 2009): On June 16, 2009, the South Carolina General Assembly rewrote the law governing preferences available to in-state vendors, vendors using in-state subcontractors, and vendors selling in-state or US end products. This law appears in Section 11-35-1524 of the South Carolina Code of Laws. A summary of the new preferences is available at www.procurement.sc.gov/preferences . ALL THE PREFERENCES MUST BE CLAIMED AND ARE APPLIED BY LINE ITEM, REGARDLESS OF WHETHER AWARD IS MADE BY ITEM OR

LOT. VENDORS ARE CAUTIONED TO CAREFULLY REVIEW THE STATUTE BEFORE CLAIMING ANY

PREFERENCES. THE REQUIREMENTS TO QUALIFY HAVE CHANGED. IF YOU REQUEST A

PREFERENCE, YOU ARE CERTIFYING THAT YOUR OFFER QUALIFIES FOR THE PREFERENCE

YOU'VE CLAIMED. IMPROPERLY REQUESTING A PREFERENCE CAN HAVE SERIOUS

CONSEQUENCES. [11-35-1524(E)(4)&(6)] **PREFERENCES DO NOT APPLY**

PREFERENCES - ADDRESS AND PHONE OF IN-STATE OFFICE: Please provide the address and phone number for your in-state office in the space provided below. Accordingly, you must provide this information to qualify for the preference. An in-state office is not required, but can be beneficial, if you are claiming the Resident Subcontractor Preference (11-35-1524(D). PREFERENCES DO NOT APPLY**

[See R. 19-445.2042(B)] Any information given a prospective Offeror concerning a solicitation will be furnished promptly to all other prospective Offerors as an Amendment to the solicitation, if that information is necessary for submitting offers or if the lack of it would be prejudicial to other prospective Offerors. Offerors are urged to advise the Procurement Officer -- as soon as possible -- regarding any aspect of this procurement, including any aspect of the Solicitation that unnecessarily or inappropriately limits full and open competition. Quest# RFP Language Question SCDHHS Response

1 The IV&V team shall be composed from the following labor categories:

Does the state intend for multiple resumes/qualifications to be provided for each labor category or just pricing for each?

Resumes may be requested in the specific SOW when issued.

Bidder is not required to submit resumes for each labor category with initial bid submission.

Quest# RFP Language Question SCDHHS Response

Labor Category

Maximum Computed Allowable Hourly

Rate IV&V Manager $ 208.00 Senior Business Analyst $ 189.00

Business Analyst $ 171.00 Technical Analyst $ 171.00

In ATTM 010: Bidding Schedule, it appears that the maximum allowable rate is consistent throughout all years. Is the state's intent for the positions to keep the same rate throughout the entire contract?

The maximum allowable rate applies to all contract years.

Bidders may propose rates up to the maximum allowable rate for each year of the contract.

3 Submitted a bid after the closing date. It was mentioned in the pre-proposal conference that there would be a chance to bid after the closing date. Could you elaborate more on this process? What does this process entail? How soon after the bid is closed will the bid reopen?

Please refer to Section 6.3 BIDS

RECEIVED AFTER AWARD –

FIXED PRICE BIDDING. Soon after the initial Awards are issued, SCDHHS will reopen the solicitation in SCEIS for Bidders to submit a bid. Bidders must respond to all required elements of the solicitation to evidence responsibility and responsiveness to the original solicitation. Bidder must notify the Procurement Manager that a bid was submitted. If the Bidder’s response/bid is found to be responsible and responsive, SCDHHS will make an Award and add the new Bidder to the original awarded Vendor list.

4 When does SCDHHS anticipate issuing SOWs under the IV&V contract?

SCDHHS intends to issue SOWs soon after the effective date of the Contract.

5 During the next 6–12 months, what involvement does SCDHHS expect from IV&V regarding implementations?

SCDHHS expects to implement several major projects during the term of the Contract. Significant IV&V involvement is expected in the implementation of these projects.
