Registration with the state procurement system is required; California ELAP accreditation is acceptable. Hard copy submissions are permitted for vendors experiencing registration delays.

Questions from Vendors

1. QUESTION:

I have just registered with the Procurement site and was told it may take up to 30 days to review and activate our account. If that is the case, how would you recommend submittals of our bid for this project? And furthermore, would the delay in registration prevent our laboratory from effectively submitting this proposal? We plan on submitting our bid online but may submit a hard copy following the instructions on page 3, however, would not have our State Vendor No. until properly approved.

State’s Response: As per page 3 of the solicitation, hard copy bids may be submitted in lieu of an online bid.

2. QUESTION:

Would a California ELAP accreditation suffice for the accreditation requirements listed under this proposal?

State’s Response: Yes.

3. QUESTION:

3.2.3.1 Bidders must be certified for this method by the DHEC Office of Environmental Laboratory Certification and/or by an acceptable governmental accreditation body. What is an acceptable governmental accreditation body for this contract – the state where the laboratory is domiciled; an EPA approved UCMR5 lab; U.S. Department of Defense certification; or something else?

State’s Response: SCDHEC does not currently certify laboratories for PFAS analysis. Accreditation or certification by any other State program, the US Department of Defense, EPA Approval to support UCMR 5 and/or any other comparable accreditation body for EPA Method 533 would meet this requirement.

4. QUESTION:

I have applied for a SC state vendor number, but understand it may take up to 30 days to have it assigned. Am I able to submit a bid with a vendor number pending?

State’s Response: As per page 3 of the solicitation, hard copy bids may be submitted in lieu of an online bid.

5. QUESTION:

Do we need to provide an extended price?

State’s Response: Extended prices are required, but unit price governs.

6. QUESTION:

Could we make a recommendation on how much deionized water would be needed an put a cap on how much we would supply?

State’s Response: The laboratory should provide enough PFAS-free water to fill one field pour blank per ten samples submitted.

7. QUESTION:

Sample Collection – will the state be collecting these or third party?

State’s Response: SCDHEC staff will collect samples.

8. QUESTION:

Does the 2ppt RL for all of the 25 compounds in EPA 533?

State’s Response: Two (2) nanograms per liter is the target reporting limit for blanks and laboratory control samples for the compounds reported in EPA Method 533. Elevated reporting limits will be acceptable in samples where interference is identified.

9. QUESTION:

Is there a single location for shipping/pick up?

State’s Response: Yes, 2600 Bull Street, Columbia, SC, 29201 unless otherwise agreed upon by SCDHEC project staff and laboratory personnel.

10. QUESTION:

How many picks up/week? Will there be a set schedule?

State’s Response: SCDHEC anticipates no more than two (2) pick-ups per week at no set schedule. Project staff will notify laboratory personnel of anticipated sampling activities at least three business days prior to collection.

11. QUESTION:

Is SCDHEC open to a strategy of holding all samples for shipment in bulk, i.e., once per week?

State’s Response: SCDHEC project staff will hold samples for up to two calendar days following collection prior to transport to the laboratory.

12. QUESTION:

Is the sample count of 400-500 private wells and 50 Field blanks the count for the 5-year total of the contract or is that the yearly sample count?

State’s Response: DHEC anticipates collecting up to 500 Samples plus up to 50 blanks in five (5) years as part of this contract.

13. QUESTION:

Section 3.3.3.1 states the bidder must be certified by SC DHEC or an acceptable governmental accrediting body. Since SC DHEC does not accredit for EPA 533 can you please define what an acceptable accrediting body consists of for this requirement to be met?

State’s Response: See response to question 3 of Amendment 1.

14. QUESTION:

Is turnaround time in section 3.4 defined in calendar days or business days?

State’s Response: The 30-day turnaround time is in calendar days beginning at transport of the samples to the laboratory, provided that the method holding time is not exceeded.

15. QUESTION:

Since the volume of PFAS free water needed for rinsing of equipment at this time is unknown. Will the awarded lab be able to charge for PFAS free water for equipment rinse purposes once that volume is determined?

State’s Response: DHEC no longer anticipates that field equipment will require a PFAS-free water rinse. PFAS-free water will only be used for field pour blanks (see response to Question 6) Cost should be incorporated in the per sample unit price.
