About this file

This is Amendment 1 to an Invitation for Bid (IFB) issued by the South Carolina Department of Health & Environmental Control (SC DHEC) for PFAS Surface Water Sampling services. The solicitation seeks laboratory analysis services for PFAS (per- and polyfluoroalkyl substances) in surface water samples using EPA Method 1633 Revision 4. The original solicitation number is 5400026234, issued on November 29, 2023. Offers must be submitted online at http://www.procurement.sc.gov by December 19, 2023, at 2:30 PM EST, with questions due by November 29, 2023, at 12:00 PM EST. No pre-bid conference or site visit is scheduled. Award is anticipated on January 2, 2024. The amendment clarifies that EPA Method 1633 Revision 4 is the required methodology and addresses the solicitation's relationship to a previously cancelled solicitation (5400025981), noting that this solicitation was modified to more clearly specify the expected rate at which samples will be sent to the laboratory.

Laboratories must demonstrate compliance with the quality control criteria specified in Tables 5 and 6 of EPA 1633 Revision 4 and submit documentation of this capability with their proposals. The state will consider proposals from vendors currently certified under EPA Method 1633 Revision 1, provided they can meet the required quality control standards and submit appropriate documentation. Respondents must submit one copy of their offer and acknowledge receipt of this amendment. Vendors may claim in-state preferences if they have an in-state office and meet residency or contractor requirements under South Carolina Code Section 11-35-1524. Offers that include qualified terms, additional conditions, or objections to the terms and conditions will be deemed non-responsive and eliminated from consideration.

Vendor Questions

1. QUESTION:

Per Section III, Scope of Work/Specifications, Item 3.2.2, we understand that EPA Method 1633 Rev 4 is required for this solicitation. We currently offer EPA Method 1633 Rev 1 for which we have DoD accreditation and NELAC certification. We are updating our SOP to comply with EPA 1633 Rev 4 and expect to submit our certification package to the applicable accreditation bodies by the end of 2023. Will SC DHEC accept a proposal from us for this program based on this information?

State’s Response: DHEC will consider the proposal under the condition that the laboratory must still be able to meet the quality control criteria in Tables 5 and 6 of EPA 1633 Revision 4. Documentation of your ability to meet those quality control criteria should be submitted with your proposal.

2. QUESTION:

It appears to be very similar to Solicitation #: 5400025981 that was due on 10/31/23. Was an award made to the latter solicitation? Can you please share the differences between the two solicitations?

State’s Response: Solicitation 5400025981 was cancelled prior to an award being made. This solicitation was modified to more clearly specify the expected rate with which samples will be sent.
