About this file

This is Amendment 1 to a Request for Proposal issued by the State of South Carolina's Department of Education Administration for Security Guard Services (Armed & Unarmed). The solicitation, numbered 5400026527, seeks security personnel to provide 16 hours of coverage daily from 7:00 a.m. to 11:00 p.m., Monday through Friday, excluding state holidays. The services require 100% armed officer coverage with shifts determined by the offeror. A non-mandatory pre-bid conference via tele-conference is scheduled for April 3, 2024, at 11:00 a.m. EST. Offerors must submit questions by April 15, 2024, at 11:00 a.m. EST, and proposals are due May 7, 2024, at 11:00 a.m. EST. Award notification is expected on May 29, 2024. The submission requirements include one original electronic technical proposal marked "Original," one redacted copy marked "Redacted," one original electronic price proposal marked "Original," and one electronic price copy marked "Copy," all submitted online through www.procurement.sc.gov.

The amendment addresses bidder inquiries clarifying that vendors must maintain a single business office within 75 miles of the South Carolina Department of Education in West Columbia; security officers must obtain CPR with First Aid certification; all contractor employees must complete new employee orientation provided by SCDE; and the award will not be based solely on lowest price. Current contract details referencing the previous security provider, pay rates, and billing rates are available via the linked contract number 4400019498. Vendors must possess a South Carolina Vendor Number and provide home office address, notice address, payment address, and order address information on the proposal cover page. No vehicles are required to be provided by the contractor. The procurement officer is Jennifer Abney, reachable at (803) 737-3410 or jabney@mmo.sc.gov.
