SCC has established specific recovery objectives: 24-hour RPO for most systems, 15-minute RPO for critical systems (ERP/SIS), and near-zero RPO for cloud-based systems; 24-hour RTO for non-critical systems, 4-8 hours for critical systems, and near-zero availability with 99.9% SLA for cloud systems. The solution must include immutable backups, threat protection integrated within the backup solution, file-level restoration granularity, automated failover and failback capabilities, and support for SQL Server databases. SCC has 5GB of available bandwidth at the main network circuit and expects annual data growth of 10%. The college prefers subscription-based licensing and requires the solution to integrate with existing tools including VxRail, Adobe Cloud Storage, Microsoft 365, Power BI for reporting, Microsoft Defender, and EDR systems. SCC wishes to maintain full access and control of the backup system, with daily management performed by the existing managed service provider for the server room. Partial solutions will not be considered; however, proposals with multiple software solutions are acceptable. No pricing information or budget constraints are disclosed in this amendment.

SCC’s Response: for Exchange, we are keeping indefinitely. All Modules of Office 365 are backed up once every 24 hours.
5. Are there any requirements for a 3rd copy?
SCC’s Response: No.
6. Does the proposed solution maintain the Data Domain on-prem or consider moving to a different storage vendor or cloud-based copy to improve availability SCC’s Response: We would like to replace the Data Domain with a different storage vendor. We would like to maintain a copy on Premise and offsite in the cloud.
7. Is SCC looking for a Managed Service or simply a technology system? Does the institution wish to have full access and control of the backup system?
SCC’s Response: SCC wishes to have full access and control of the backup system. However, the daily management of the system will be performed by our Current Managed Service for the Server Room.
8. How do you currently manage your backups?
SCC’s Response: too Broad of a question.
9. Briefly Describe your current Backup and/or Disaster Recovery Strategy? RPOs? RTOs? Retention Policy?
SCC’s Response: RPO for most systems: 24 hours. For highly critical systems such as ERP/SIS 15 minutes. For cloud-based systems like office 365 the RPO should be near zero. RTO 24 hours for non-critical systems. 4 to 8 hours for critical systems. Cloud systems should be near zero availability, SLA of 99.9%.
10. What RPO/RTO goals do you hope to achieve?
SCC’s Response: See Answer to question 9.
11. Are there multiple campus sites that have servers to be backed up or a single physical campus?
SCC’s Response: There are multiple campuses, but there is one main server room. All the data lives on one campus or in the cloud.
12. What is your bandwidth availability and current utilization for any site with eligible servers?
SCC’s Response: 5GB at the main Circuit.
13. What is the total number of endpoints to be backup up?
SCC’s Response: 100 Virtual Machines.

SCC’s Response: Yes
21. Is there a specific reason you are not using Microsoft’s native email archive?
SCC’s Response: When standing up a solution years ago, native email archive was primitive and storage was costly. Since we had a solution in place (Barracuda) we never looked at native email archive in Microsoft.
22. What are some examples of third-party applications that SCC is looking to integrate with the proposed backup system?
SCC’s Response: Reporting if not included natively.
23. Is SCC able to accommodate a backup appliance onsite in a data center?
SCC’s Response: Yes.
24. Based on the information requested in section IV, "Information for Offerors to Submit," it appears that SCC is seeking a managed backup and replication solution that is maintained by the offeror within offeror's own infrastructure, rather than solution that is to be deployed within SCC's environment and maintained by SCC personnel. Is this a correct interpretation of SCC's requirements?
SCC’s Response: SCC wants to have control and access over the solution, but we are looking for technology. The solution itself would be maintained and utilized by the managed service for our server room.
25. Regarding the Functional Requirements presented on page 15: To most accurately calculate the sizing of the solution required, detailed information regarding the VxRail-based vSphere environment for which backups are performed is required. Will SCC provide an RVTools report for each vCenter instance that corresponds to the vSphere virtual machines for which backup services are required?
SCC’s Response: Please email the procurement manager and request access to this information. SCC will provide securely.
26. What version of VMware vSphere ESXi is currently used on the VxRail system?
SCC’s Response: Current build for Vcenter is 8.0.3.24322831. Esxi is 8.0.3.24280767.
27. To most accurately calculate the sizing of the solution required, more detailed information regarding SCC's backup policies is required. Please provide the following information for each backup policy that is in use:
a. Name of the backup policy.
b. Type of server or data that is covered by the policy, such as "general VM" or "SQL database."
c. Approximate number of virtual machines covered by the policy.
d. Approximate amount of data covered by the policy.
e. Frequency with which backups are performed beneath the policy.
f. Number of days for which backups created with the policy are retained.
g. If the policy is used for database servers:
h. Frequency of transaction log backups.
i. Period for which transaction log backups are retained.
j. Whether backups created with this policy should be replicated offsite to facilitate disaster recovery (replication is likely required for production servers but might not be required for test servers, for example).

SCC’s Response: We would like for the Barracuda solution to be replaced as a part of this RFP. We are not opposed to the native M365 email archiving, but would like another solution in addition. Microsoft does not guarantee the backup of data if someone has modified or deleted it.
32. Approximately how much data is retained in the Barracuda email archiving solution?
SCC’s Response: 6.9 TB.
33. For how many cloud-based virtual servers, such as Azure virtual machines, are backup services required or expected to be required, if any? If backup of cloud-based virtual servers is required, approximately how much data is associated with these cloud-based servers?
SCC’s Response: The only cloud-based backup needed is Microsoft 365 and Barracuda. See the response to question 19 for the 365 sizing and response to question 32 for the Barracuda Sizing.

SCC’s Response: We are not familiar with these requirements for cloud systems.
66. Can you provide more details about your growth projections for your cloud-based environment?
SCC’s Response: We expect the size of our data to grow by 10% annually.
67. Can you provide a list of virtual/physical workloads that need to be protected outside of the Office 365 workloads including cpu, memory, provisioned/consumed storage and operating system versions or an Rvtools export for those systems?

72. Which database formats does the solutioned need to support?

73. Can you clarify the expected Recovery Time Objective (RTO) and Recovery Point Objective (RPO) for replicated critical systems?

74. What level of granularity do you require for backup and restoration (e.g., file-level, application-level, system-level)?
SCC’s Response: File level.
75. Are there any specific regulatory or compliance requirements (e.g., GDPR, HIPAA) that the system must adhere to? ALL Federal and State level requirements are a requirement.

76. Do the secondary copies of the backup data need to be stored in a geo-diverse location? Do they need to be immutable or air gapped?
SCC’s Response: Secondary copies should be in the cloud in a GeoGraphic diverse locations (Availability Zones). On Prem Backups should be air gapped.
77. What are the primary pain points with your current backup and replication systems?
SCC’s Response: Limited cloud/offsite backup. Slow customer service with the backup manufacturer. Painful, extensive On Prem Software Upgrades.
78. Are you currently replicating your Vxrail workloads? If so, what solution do you use for replication and what RPO/RTO does the solution provide? How often are you replicating the data and how many replicated retention points do you retain?
SCC’s Response: Yes. See the response to question Number 9.
79. What specific scenarios are part of your Disaster Recovery (DR) planning?
SCC’s Response: Ransomware, DDOS, Trojan, and natural disasters.
80. Do you require or desire automated failover and failback capabilities?
SCC’s Response: Yes.
81. How often do you test your current DR plan? What was the outcome of the last DR test or event?
SCC’s Response: Once a year. Our last test was successful.

SCC’s Response: No.
82. How do you currently monitor and address emerging threats, and what would you like to improve?
SCC’s Response: We have a managed services provider for our Server Room and Network environment, along with a Virtual CISO service from our managed service provider. This service alerts us to any issues and we co-manage an action.
83. Are there any recurring issues with downtime, data loss, or recovery times in your current solution?
SCC’s Response: No.
84. Are there specific third-party tools, applications, or integrations beyond those listed that need to be supported?
SCC’s Response: VxRail, Adobe Cloud Storage, Microsoft 365.
85. Regarding Functional Requirements Item#4, what 3rd party applications need to be supported for migration?

94. What does authenticating with Barracuda really mean? Is Barracuda to remain as the e-mail archive solution? Will it remain in place for legacy data and the college wants to move forward with a new archival platform?

SCC’s Response: Please email Procurement for sizing information.

SCC’s Response: Slow customer service, painful on Prem Upgrades. Higher availability of backups with cloud availability.
99. What does incident response mean in this context? Storage level Alerting? Integration with other tools? Full MDR? XDR?
SCC’s Response: Protection of the data backups from unauthorized access. Also the ability to pivot and restore where needed.
Ensuring the backups RPO/RTO fit our needs.
100. Are there legacy systems or tools not mentioned that need to be considered for integration? What are the mentioned third party tools that need communication integration?
SCC’s Response: Reporting if not natively available in proposed solution.

SCC’s Response: We would like the ability to verify our Backup Schedule and Backup content are available per specifications. We want to know when we have failed backups or errors. See response to question # 9 for RPO/RTO.

104. SCC’s Response: While we cannot fully predict when restores will be needed, our hope would be they are minimally needed.
We need to be able to count on them in the event they become neccessary.
