About this file
This document is an Invitation for Bid Amendment #1 issued by the State of South Carolina Department of Transportation (SCDOT) for a Crane Rental project on Sugar Likker Road. The solicitation, numbered 5400028479, was issued on 06/27/2025 with a bid submission deadline of 07/09/2025 at 2:30 PM. The project involves eight (8) mobilizations for crane services, specifically for placing the last temporary bridge, installing long-term bridge structures, and removing three temporary bridges. The contract includes 64 total hours of crane work, with all mobilization charges to be integrated into the hourly rate. The bid award is scheduled to be posted on 07/10/2025, and bidders are required to submit their offers online through the state procurement website.
The amendment provides specific guidance on pricing methodology, requiring bidders to incorporate mobilization costs directly into their hourly rates. For example, if a bidder's base hourly rate is $100 and mobilization costs are $1000, their adjusted hourly rate should be $225 (calculated by dividing the mobilization cost by the number of mobilizations and adding it to the base rate). The solicitation strictly prohibits alternative bid schedule proposals, with any such submissions being deemed non-responsive. Bidders must submit one online copy of their offer and are advised that there is no designated area for the crane to be left overnight or between job sites, emphasizing the need for efficient mobilization and work planning.

Clarification on bidding
There will be eight (8) mobilizations. There is not an area where the crane can be left overnight or between jobs. This is for the placement of the last temporary bridge, the placement of the long-term bridge structures, and then the removal of the three temporary bridges. There is one extra day built in. All mobilization charges shall be built into the 64 hours on Line 1 of the bidding schedule. For example, if your hourly rate is $100/hr before mobilization and your mobilization rate is $1000/mobilization, then your hourly rate will be $225. ($1000/8 = $125 + $100 = $225).
DO NOT PROPOSE ALTERNATIVES TO THE BID SCHEDULE OR YOUR RESPONSE WILL BE FOUND NON-RESPONSIVE.
