About this file

This is Amendment 1 to an Invitation for Bid issued by the SC State Housing Authority for an online training subscription contract. The solicitation seeks online self-paced training courses to support enterprise-level accounts with a minimum of five (5) end user licenses. The procurement officer is Reggie Bell, and offers must be submitted online at http://www.procurement.sc.gov by July 8, 2019 at 10:00 AM EST. Questions from offerors must be received by July 1, 2019 at 09:00 AM EST. No pre-bid conference or site visit is required. Award was scheduled to be posted on July 12, 2019. Offerors must submit one hard copy original and an online submission, and must hold offers open for a minimum of thirty (30) calendar days after the opening date.

Amendment 1 provides responses to five vendor questions clarifying the agency's requirements. The agency confirmed it seeks only online self-paced courses, not multiple modalities such as digital books, hands-on labs, or certification prep resources. The agency requires exactly five (5) licenses at the enterprise level. The amendment clarifies that the agency's current training delivery methods, existing providers, and current Learning Management System (if any) have no bearing on the solicitation requirements, which are fully documented in the original bid documents. No pricing terms, set-asides, funding amounts, or contract term details are specified in this amendment.

This law appears in Section 11-35-1524 of the South Carolina Code of Laws. A summary of the new preferences is available at www.procurement.sc.gov/preferences. ALL THE PREFERENCES MUST BE CLAIMED AND ARE APPLIED BY LINE ITEM, REGARDLESS OF WHETHER AWARD IS MADE BY ITEM
